PAK-CHINA economic corridor route

Political parties brought out a consensus on the route of Pak-China Economic Corridor during an All Parties Conference chaired by Prime Minister Nawaz Sharif.

The APC agreed that the western route of the corridor would be completed first, which would be built from Hasan Abdal to Gwadar, passing through Mianwali, Dera Ismail Khan and Zohb.

The prime minister told the meeting that a parliamentary committee would be formed to monitor the project while working groups would also be formed to address the concerns of all the provinces.

The prime minister said China had provided a unique opportunity in the form of economic corridor.

During the meeting, Federal Minister for Planning and Development Ahsan Iqbal said no new road would be built as part of the project instead different roads would be connected to link them with Khunjrab.

He dispelled the notion about a change in the original route of the Pak-China Economic Corridor.

The minister told the participants of the APC that the Pak-China corridor was not only the name of a road rather it was a portfolio consisted of different projects, including infrastructure, energy, Gwadar port and industrial cooperation.

This was the second APC to be called on the CPEC project. The first APC took place on May 13. The conference has been called to build consensus among political parties and remove any concerns they have regarding the mega project.

"I hope this becomes a tradition that even in the future we sit together to bring about consensus to move forward on national issues," said Sharif in his opening address to the attendants of the meeting.

Finally the uncertainities among political parties regarding pak - china econimc corridor route are now resolved

I was in a plea that why political parties are creating hurdles in the way of socio-economic development of pakistan. If they had issues they had resolved earlier
*and the other side, why PM NAWAZ keep this agreement secret for the prime ninister is fully aware of the agreements to be signed before their becoming valid.

*Media also contributed a part in criticising some aspects and technicalities of this project.

Many of the politicians were considering that this project will change the former route for which pak- china had signed a mutual treaty. They were of the view especially ANP , excluding KPK from the route will adversely effect the economic consequences of war-torn region however minister of development planning give a formal statement

"No change brought in CPEC route"
On the other side some nationalists also condemned this project owing to its vast expenditures.

Recently, a senior reserach fellow of institute of strategic studies regarded protest against CPEC as baseless having no roots.
Then on the other side, assisstant research fellow of chinese social sciences academy stated in an article published in global times

"Reservations regarding security issues are of much importance"
which had a strong influence in finalizing route for this project.

It would be connected via road and rail link from kashger to gwadar....what kind of developments there would be in these areas...beside making rail and road link?

AZKAFATIMA Friday, May 29, 2015 09:40 PM

Apart fom rail and road link, pipelines will be spread for transporting oil and gas. Its the extension of china's proposed silk road initiative having long term consequences.

According to a report, "this is the biggest overseas investment by China announced yet and the corridor is expected to be operational within three years and will be a strategic gamechanger in the region, which would go a long way in making Pakistan a richer and stronger entity than ever before."

Othr than transport and gas pipeline facility, it wil provide pakistan with telecommunication and energy resources. It also aims to improve security concerns and mutual development between both countries.

U mean there would be more power plants. ? What does it mean telecommunication enhancement ? Does it mean they are going to make available easily 3g and 4g systems in these areas?

Yes we can say that. Solar power project of bahawalpur is one of the part of CPEC.
AS far communication is concerned it will consist of more then 3g and 4g, including fibre optic data commiunication. Read this...

Few days back I wrote below mentioned article on the burning issue of Gawadar-Kashgar Economic Corridor. Read it out....

“Gwadar-Kashgar Economic Corridor, A Game Changer”:
I have been a staunch advocate of Sino-Pak strategic partnership with an ambition to make over the resilient political affairs, military relationships into economic relations. Though, china has always provided shock therapy to the poor performing and sluggish economy of Pakistan, yet, the proposed route in terms of economic corridor would serve as a primary passage for trade between China and the Middle East and Africa, in particular, oil from the Middle East could be unloaded at Gwadar, which is located just outside the mouth of Persian Gulf and transported to china through the Baluchistan province of Pakistan. The substantial benefit of this route would vastly cut the 12,000-kilimetre route that Mideast oil supplies must now take to reach chines ports. The planned economic corridor, nonetheless, is being advanced between the two neighboring countries to achieve the mutual paybacks. The shortest possible Sea-port to the western provinces of China is Gwadar, because Distance from Gwadar to Kashgar, and northwestern autonomous region of Xinjiang is 2,041 Km, contrary to it, the distance from china to Kashgar, Xinjiang is 3,151.1 Km.
Amidst the dismal economic state of affairs of falling foreign investment, weakening currency and an underperforming stock market, Pakistan’s relations with Beijing in the economic dominion, especially in terms of Proposed Gwadar-Kashgar route are reckoned vital. With Pakistan’s growing balance of payments deficit, China's capacity as a creditor may be able to correct Islamabad's urgent predicament. "China's enormous foreign-exchange reserves are a potential source of a major cash infusion."
Let us portray, here-of, the remarkable outputs of anticipated route plan economic corridor for Pakistan and its lethargic economy as:
Construction of an International Airport at Gwadar.
Up gradation of a section of the 1,300-kilometre Karakorum Highway connecting to Islamabad.
Laying a fiber-optic cable from the Chinese border to the Pakistani city of Rawalpindi.
Establishment of industrial parks.
Establishment of Economic zones along the suggested Kashgar-Gwadar trade corridor.
Setting up trans-freight stations along the Kashgar-Gwadar corridor to expedite trucks/containers, carrying heavy goods, the subsequent offshoots of it would be the development and welfare of the population.
Efficient transport systems, as it provides the key economic and social opportunities and benefits that results in positive multipliers effects such as better accessibility to markets, employment and additional investments.
Developing transport system as this sector plays a pivotal role in the overall economic growth.
Economic corridor would result in greater movement between the states, nonetheless, it plays substantial role as a catalyst for development.
This corridor will benefit new emerging regional cooperation in south Asia.
Gwadar-Kashgar route will incorporate the economies of both Pakistan and China.
In addition to building infrastructure, increased cooperation “in the industrial, agricultural, mining, financial, telecommunication and service sectors is planned.
In order to lessen crippling power shortages. China has already committed $6.5 billion to build a new nuclear power plant in Karachi.
Construction of an oil pipeline from Gwadar’s port to northwestern China.
China has announced that it will sponsor Chinese companies to build $45.6 billion worth of energy and infrastructure projects in Pakistan as part of CPEC.
China has agreed to to capitalize around $33.8 billion in various energy projects and $11.8 billion in infrastructure projects, which will be completed by 2017 at most.
$15.5 billion worth of coal, wind, solar and hydro energy projects will add 10,400 megawatts of energy to the national grid of Pakistan.
Nonetheless, as attractive as proposed route may seem for both the neighboring countries, they continue to face challenges that require crucial consideration. The need to address law and order status quo in Baluchistan specifically Makran-Division where anti state elements and Baloch separatists are reactive, is of vital significance. Devoid of a steady and foreseeable atmosphere, it is possible any exogenous blow may cause investors to pull out of the country. However, possibly the mounting security issues can be addressed via economic prosperity, posturing an alternative for the country to aspire towards. Increased economic interaction will also help support China and Pakistan’s longtime strategic and diplomatic cooperation. Should Pakistan reap the economic benefits of the new corridor, it could boost Islamabad’s regional power and prestige.

ISLAMABAD: The Senate standing committee on finance and revenue has demanded an investigation into alleged violations of the consensus reached at an all-party conference recently that the western route of China-Pakistan Economic Corridor would be followed on priority.

A meeting of the committee, presided over by Ilyas Bilour of the Awami National Party in the absence of its chairman Salim H. Mandviwala, was deliberating on budgetary proposals for the next financial year on Thursday.

Mohsin Aziz of the Pakistan Tehreek-i-Insaf said the government had allocated Rs126 billion for eastern route of the CPEC without naming it as such while a negligible Rs20bn was kept for the western route.

He said the government had allocated Rs20bn for Lahore-Abdul Hakeem Road, Rs15.25bn for Multan-Sukkur Motorway, Rs5.5bn for Sukkur-Hyderabad Motorway and Rs51bn for some other sections of Karachi-Lahore Motorway – all falling in the plan of the eastern route.

On the contrary, Mr Aziz said, the finance minister announced in his budget speech an allocation of Rs39.5bn for the western route but it was not reflected in the Public Sector Development Programme (PSDP). “This is a violation of the APC decision,” he said.

Farhatullah Babar of the PPP supported Mr Aziz’s submissions on allocations, saying this was a ‘political fudging’ and parliament was being misled. He said the matter should be investigated at the level it had been decided. Such decisions could not be expected to have been taken at the bureaucratic level, he added.

“This must be a political decision,” he said and demanded that a project of national importance should not be made controversial.

As senators kept on raising questions over allocations for the CPEC, secretaries of planning and finance did not come up with explanations. Therefore, the committee recommended that a special meeting be convened on the CPEC project to investigate why the APC agreement was being violated and who was behind it.

Ayesha Raza Farooq, the only ruling party senator attending the meeting, said the use of investigation in the committee record would be too harsh and suggested that the minister concerned should be invited to seek explanations.
