Right. Illiteracy is one of the major ones. According to Wikipedia, Pakistan's LIteracy rate is almost 72% and that of India is 65%.

India has gained massive economic growth just because of highest level of accountability for both the corrupt leaders as well as the bureaucrats.

Who will make the accountability? Who selects the chiefs of accountability bureaus/anti corruption departments?
