yes positive criticism brings positive result. I have mentioned all the facts in my letter which was published two days ago on Pakistan Today.

100% result will show the high standards of education in Pakistan, so you answered it yourself.
Pakistan's educational standards are really low, hence the higher percentage of failure is justified as per your argument.

Read the posts again.Your friend tried to justify the failing scheme of FPSC and I mentioned his sentence in reply.

Pakistan's educational standard is getting better,it's FPSC whose standard is declining.

Except checking of papers the overall examination system of CSS is good but I don't understand that under what criteria the examiners check the papers? Specially the Essay paper is totally unpredictable.

In current scenario the failing aspirants have higher marks than the passing ones. FPSC is targeting one paper each year, Essay last year and Town Planning this year. So the over all aptitude of candidate is not checked. And it is killing merit, giving opportunity to less scoring candidates just because of their command only on one subject.
Marking criteria must be same for all subjects and then merit should be made on the total marks of written. FPSC should pass all the deserving candidates. And then the top 3 * no. of seats scorers in written should only be called for interview. This will insure the merit.
FPSC is following this for BPS-16 jobs.

Please raise voice for those CSS aspirants who are less than 30 years of age but are not left with any attempt for CSS.
Many of whom did qualify in their all 3 attempts but were not allocated in any group.

I am doing what I can.

FPSC needs to reform the system completely. It is of no use to change the syllabus, while procedure remains same. The problem lies in the rules and regulations.

What they get in current system?

Rot learners - Academies notes - Irrelevant candidates for different posts.

What should be done?

1.) Conduct an ability test from the compulsory subjects of 100 MCQs. Predefine a benchmark for passing that test.

2.) Those who are screened in that test take their English Essay test combined with English composition. Those who pass that stage shall go the final stage of written exams.

3.) The final written exam: A different criteria/scheme of syllabus shall be formulated for different occupational groups.

For instance: Foreign Affairs - International Relations/Political Science/I.Law/ and similar subjects and candidates shall be judged in the subjects which are useful for the said post and candidates are able to help the state in future. Rather than Accounting and Physics guys falling there who have to study again everything.

Same criteria must be applied for police i.e criminology, law, political science. And PAS group must have the candidates who have opted Governance and Public Policy and relevant subjects whatever they are.

4.) Interview: By now the commission would have enough of shortlisting, and they would be calling serious and most able candidates for service. There wont be any cry for lack of merit and it will also lessen the burden on FPSC officials.

Suzane, this is a dilemma and it is unfortunate that css age limit was increased in July 2016 and no relief was provided to those css aspirants who were going for their last attempt for css in Feb 2016 at the age of 28 years. They are still at the age of 28 or 29 having no attempts left and their counterparts enjoy the age relief upto 30 years. The powers that be must be contacted to increase the number of attempts for css from 3 to atleast 5, as the age have also been relaxed to 30 years. Given the uncertain situation created by FPSC in terms of deciding the fate of css aspirants merely on one or two papers, the number of attempts must be increased.

In our neighboring country India, the number of attempts for upsc are 6, so why not increase the number of css attempts here in Pakistan? Why not include such proposal in css reforms agenda that are due to be announced in 2018?
