Default why is the dependency of Education sector on government funding bad?

kindly answer the Query.
why dependency of educatiom sector is bad and why it should be reduced?

P.S I have felt that the trend of participation and helping each other has reduced and this is really sad and disappointing for those aspirants who have no support but Forum! :

Education and health is the responsibility of Government.

According to Article 25A of Pakistan Constitution "Free education for school going children 5-16 is responsibility of state."

As for as you question is concerned I think dependency will do more good than bad.
Pros:
1. free education for all.
2. same mode of education.
3. same facilities.
4. equal opportunities.

In fact dependency is good and it should be increased.

Default Sorry-off topic but I cant figure out where to post this.

My question is: What career options someone, who is a fresh graduate, must opt to be able to reach a position to bring reforms to primary education of Pakistan?
