حکومتوں کا کام صرف بڑھکیں مارنا نہیں ہوتا ... کاروائی کرنا ہوتا ہے
I was trying to find the English substitute for "بڑھکیں مارنا" but couldn't find it...

Governments are not meant to boast only,(but) to act.
we can also use brag or bluster instead of boast but they are on individual level as per my knowledge.
