Punjab Abolished Assistant Commissioner Posts?
 
In 2019, PTI led punjab government reinstated the local government structure with some major critical reorientation in it's previous structure. According to the proposed legislation, the new local government setup will be a completely autonomous governing body elected and constituted at city, Tehsil and village levels. All the municipal administration powers are conferred to said elective councils with directly elected heads of local governments. I would like to know about the fate of the once glorious PAS after such arrangements, whose Deputy Commissioners at district levels will be washed out of their administrative powers. I have also read about Cheif Officer designated directly under Tehsil Council responsible for the entire administration of its concerned Tehsil. After such radical rearrangements, what will be the case with Assistant Commissioners? Please clarify.

Once upon a time, a patient went to a Doctor for Cold, doctor prescribed some expensive medicines to patient but he did not recover. Patient changed the Doctor because treatment of first doctor did not produce any result. New doctor prescribed three more medicine in addition to medicine that already prescribed by the first doctor but again medicine could not treat ailment. He got rid from second doctor as well and went to another doctor, he prescribed some more medicine, but patient did not recover again by using more medicine. Ultimately patient died because he changed doctors frequently. No doctor was able to correctly diagnose disease hence patient had a lot of prescribed medicine. Similarly, our government is like a doctor, and patient is our system of governance and administration. Each new government introduces new radical concept in administration in disguise of reforms without diagnosis of real cause of dilapidated condition of administration in the country. Therefore, take these news lightly because next new government will also bring more reforms than this government in future. Perhaps more radical in nature even they could demolish PAS cadre altogether for sake of political point scoring.

Administration of Pakistan met with his first doctor in 1958. A name of doctor was Doctor Ayyub Khan. He introduced Basic Democracy System and System of indirect election so that they could hold power through basic democrats. Zulfikar Ali Bhutto was next doctor who also prescribed new medicine in democratic setup by abolishing of CSP cadre and introduced 12 occupational group system. Next doctor was Zia-Ul-Haq who also introduced local government system, lateral entry into PAS, PSP and FSP and many other radical changes. After demise of Zia-Ul-Haq, Pakistan did not see any doctor from 1988-1999. A patient again got doctor in shape of Doctor Musharaf who changed whole system by introducing local government and made PAS officer subordinate to elected representative of local government that was good step in city like Karachi but in rural areas, this system was disaster. Now, Pakistan got new Doctor, Doctor Imran Khan, who will introduce more radical changes in power structuture and will add insult to injury to administration of Pakistan.

I know but don't you think that such frequent maneuvering with the administrative cadres is somehow equivalent to the exploitation of the unprotected professional rights of the civilian bureaucracy? Ironically there is no formal channel of communication to convey such professional sentiments to those elected personals whose policies (Despite proven faulty over the times) are not favorable to the decorum of their service. Even the elites of PAS and other affectees by the said legislation are silent on the subject just because of a blanket concept that they don't have any mandate to participate. After all civil servants have political role if not so called legitimacy.
