Default CSS PMS number of chanes availed

If someone if not allocated after qualifying CSS PMS exam for being low in merit or even if he's allocated but to change his group in next exam?

To kya uska chance avail ho gya?
Means if you're sitting in exam you've availed your chance doesn't matter if you pass or fail??

please someone clarity this?

Yes, if you sit in even one exam, the chance is considered availed
Regardless of whether one passes or fails or remains absent in rest of the exams

Technically when a candidate signs the attendance sheet, then that attempt gets counted

In my experience of Css exams, no one is allowed to leave the examination hall before signing the attendance sheet

If, however, a person doesn’t sit in even 1 paper despite registering, then this attempt is not counted
