What the FPSC rule says about passing date of degree examination?
 
I had applied to the post of computer programmer (BS17) via FPSC. Their requirement was to have 2 years of post qualification period and 16 years of education.

According to their rule, MPhil is equivalent to 2 years of post qualification experience. I had passed my MPhil examination on the March 2021. However, the clearance process of university took extremely long delay to process my transcript. The transcript states that result declared on the date of printing of this transcript (i.e. July 2021), which is beyond the closing date of advertisement.

I tried to convince the FPSC that my degree clearly states that I passed MPhil examination on the March 2021 and it was the clearance process that took long for transcript to print out by the university. However, they refused.

In this case, I want to know whether:
1) My rejection was justified?
2) Which rule of FPSC specifically states that one must have to follow transcript declaration date instead of degree passing date?
