OUR ROLE TO FIGHT DRUG TRAFFICKING FROM THE GLOBE AND PAKISTAN IN PARTICULAR

BY Mr. Javaid Baloch
Administrator detoxification & Rehabilitation Complex for Drug Addicts, Social Welfare Department GoB

Balochistan is the largest province of Pakistan and is currently going through a drug epidemic. Drugs abuse is rapidly growing in the region, especially amongst the younger generation, while almost five per cent of the adult population is supposed to be addicted to some form of substance abuse. Drug Addiction has crooked to be a very big problem in our country, but often they get eclipsed with the other issues plaguing our society like poverty, illiteracy or lack of basic healthcare facilities etc. Sources report; In Pakistan, around 700 people die of a drug overdose every year, and almost half of these fatalities occur in Balochistan.
Unluckily, drug and narcotics trafficking has become order of the day in all the regions of Balochistan where narcotics are being traded publically.
The most addictive drug is called Heroin. Heroin is a drug that was developed in the 1870s by combining acetyl groups with the molecule morphine. When Heroin is injected to the body it converts into morphine (Substance from Opium) and gives the users a significant psychological and physical high commonly known as Euphoria. But such state of physical and psychological mind set up does not sustain more or less 10 to 15 days.
Cannabis is found to be the most commonly used drug. Vulnerability to HIV and other blood-borne diseases through injecting drug use is also considerable due to sharing of needles and syringes.
Usually, it is the youngsters who are the most affected by drugs and alcohol. Every individual, no matter where, has been affected by drugs and alcohol in some capacity or the other. Over 23 million people have been reported using different type of drugs mostly above 12 years of age, are drug addicts who obviously in turn affect more people around them; like their parents, neighbours, siblings and peers etc.
In Pakistan more than 8 lac people, between the ages of 15-64, are reported to be addicted to the use of heroin on a regular basis, and this is an terrible number no matter where you are in the world. While America has usually been considered as the country where the maximum volume of heroin is consumed, some estimates suggest that in Pakistan, around 44 tons of heroins is consumed every year, which is higher if compared with the United States of America. It is a dense indication for the Government of Pakistan to take hectic efforts to restrain this malignancy or else it shall bring tremors those might be very horrible in natural surroundings.
DRUG TRAFFICKING
INTRODUCTION/ENDORSEMENT

Drug trafficking is a global criminal trade involving the cultivation, manufacture, distribution and sale of substances which are subject to drug prohibition laws. UNODC is continuously monitoring and researching global illegitimate drug markets in order to gain a more comprehensive understanding of their dynamics. Drug trafficking is a key part of this research. As far as the role of UNODC and its targets are concerned cannot be result oriented, because until and unless any strategy/objective dos not have its implementation plans remain tranquil and result in an economic loss.

The northern routes are the main heroin trafficking corridors linking Afghanistan to the huge markets of the Russian Federation and Western Europe.
Pakistan resting at the Borderline lines is connected to Afghanistan are too at the edge of extreme risk by all means. The Balkan route pass through the Islamic Republic of Iran (often channelled from Pakistan)

The Narco Money generated through Afghanistan is also being utilized by the terrorists and other proscribed grounds.

WHAT NEXT

If the world can be assembled on 9/11/HIV-HCV and Covid-19 then what has been compelling to the target groups to be benefited from such events the world cannot make demands on a universal congregation to deliberate upon the issue more severe than malignant neoplasm. There are billions of questions and quests that unless could not be addressed, shall shift the Earth on another planet and that we trust is the lot in life of the day.
WHAT NEXT
Forecasted Pictorial description; we mean to say that the Social Welfare Department Balochistan if strengthened operational support, analysis and trainings to help Police and other LEA including other Agencies to tackle wide scale drug trafficking.
Since the types of drugs trafficked and the routes used are constantly evolving, it is essential that countries work together in a united and coordinated way.
The Social Welfare Department Balochistan may assist provincial, regional and LEAs and other legalized bodies to counter the illicit production, trafficking and abuse of drugs in the following ways:
• Social Welfare Department may also support/assist to on-going investigations; operations against drug trafficking and Criminal analysis of intelligence on drug trafficking routes, modus operandi and the criminal networks involved;

SENSITIZATION(s)

Pakistan being the vulnerable portion of the globe is being badly suffered by Drug Abuse due to the reasons cited hereinabove
Ensuring province wise police have the knowledge and skills to prevent, investigate and disrupt drug trafficking is a key part of drug strategy.
Sensitizing can be combined with operational support to assist member key stakeholders in planning and executive on-the-ground operations against drug trafficking.
The Government of Balochistan has been a whole heap shall henceforth: -

DELUSIONARY THINKING AND STRATEGIES TO OVERCOME DRUG ABUSEs
COUNTER NARCOTICS
POLICY
Pakistan's Anti-Narcotics Policy of 2010 is built around three pillars: (i) Drug Supply Reduction (ii) Drug Demand Reduction (iii) International cooperation. Efforts are underway to launch a new policy in the wake of new challenges emerging on the counter-narcotics front. Unfortunately Polices are shaped in Pakistan but no single implementation is ensured to counter the plight. That has engineered Drug Addicts to continue with his/her obsession, with a self-satisfaction that there is no place/point where the LEAs must catch addicts involved in phases of addiction likewise, Detoxification and Rehabilitate and so many literacy activities
Since 2001 Pakistan has followed a 'zero tolerance policy' toward poppy cultivation on its territory. The two-pronged policy built around law enforcement measures and alternative development met with extraordinary success leading to almost complete poppy eradication in the country. Tragically people from Pakistan and other sister countries visit poppy cultivation season and get involved in post cultivation procedures
DRUG USE PREVENTION AND TREATMENT
According to the 2013 national survey on "Drug Use in Pakistan", 4.25 million people are considered dependent on substances and require structured treatment for their drug use disorder.
Survey findings show that cannabis is the most commonly used drug, with around 4 million users nationwide. Around 860,000 people used heroin regularly, approximately 19,000 people reported they had used methamphetamine and nearly 1.6 million people reported misuse of prescription opioids (painkillers) for non-medical use. In order to better understanding the scale and magnitude of drug use in the country, especially after the exponential increase in poppy cultivation and opium production in the region, preparations are underway to launch a fresh drug use survey in the country.
HUMAN TRAFFICKING AND MIGRANT SMUGGLING
Human trafficking and migrant smuggling reflect negative trends in human development in the region. These criminal activities often result in forced labour and servitude, leading to serious human rights violations. Among other factors, human trafficking and migrant smuggling are caused by absence of safe, affordable and legal avenues of movement for people across borders.
Pakistan has taken important legislative steps to combat these crimes, including the promulgation of "The Prevention of Trafficking in Persons Act, 2018" and "The Prevention of Smuggling of Migrants Acts, 2018"

BEST SOLUTION FOR SMUGGLING?
There are three principal best practice approaches to combating migrant smuggling: law enforcement activities; educational programs; and efforts to protect the rights of those who have been smuggled. Law enforcement strategies have yet been a mixture of disruption and deterrence.

Annual number of drug-related deaths has increased to 250,000 globally. Illicit drug trade proved to be a sinister threat that finances terrorism, instigates, undermines economic development and erodes state authority. Moreover there is more idealism to describe as how to combat the Drug Addiction

WAYS TO PREVENT DRUG TRAFFICKING?
1. The government of every country should ensure effective security at its borders.
2. Drug trafficking can be prevented by educating citizens on the dangers of trafficking drugs.
3. Educating youths especially school children on the dangers of drug trafficking.
4. How is drug trafficking a threat to any nation?
Annual number of drug-related deaths has increased to 250,000 globally. Illicit drug trade proved to be an insidious threat that finances terrorism, instigates corruption, undermines economic development and grind down state authority.
5 Arrest the high profile Drug smugglers at all cost and proceed with Penal Proceedings against them. The Government should empower its prosecution corner to counter such cases.

While there is no one way or guaranteed way to prevent someone from abusing drugs and alcohol, there are things that everyone can do to prevent substance abuse.
Here are the top five ways to prevent substance abuse:
1. Avoid Temptation and Peer Pressure. Develop healthy friendships and relationships by avoiding friends or family members who pressure you to use substances. It’s often said “we become most like those we surround ourselves by,” meaning if you surround yourself with people who abuse drugs and alcohol you are more likely to as well. Peer pressure is a major part of life for teens and adults. If you are looking to stay drug free develop a good way to just say no, prepare a good excuse or plan ahead of time to keep from giving into peer pressure.
2. Seek help for mental illness. Mental illness and substance abuse often go hand in hand. If you are dealing with a mental illness such as anxiety, depression or post-traumatic stress disorder you should seek professional help from a licensed Psychiatrists, Psychologist, therapist or counsellor. A professional will provide you with healthy coping skills to alleviate your symptoms without turning to drugs and alcohol.
3. Examine the risk factors. Look at your family history of mental illness and addiction, several studies have shown that this disease tends to run in the family, but can be prevented. The more you are aware of your biological, environmental and physical risk factors the more likely you are to overcome them.
5. Keep a well-balanced life. People often turn to drugs and alcohol when something in their life is missing or not working. Practicing stress management skills can help you overcome these life stressors and will help you live a balanced and healthy life.
Develop goals and dreams for your future. These will help you focus on what you want and help you realize that drugs and alcohol will simply get in the way and hinder you from achieving your goals.
Share these tips for avoiding and preventing substance abuse with your friends and family and help promote a healthier lifestyle free from addiction
PRECISED WAY FORWARD.
The world has turned very much financially rich have no ideas to be formulated, in a simple way the priorities of the world’s main targets have been overlooked like Drug Abuse and Trafficking is being minimum in its ratio.
The addiction tendencies are on top and need prompt actions and intervention to no less than high scale warfare.
Multiple ideation strikes the human Intellectual capability, that Pakistan has yet been taking minute and slight view of the severity of issue that might cause great debacles within the planet.
What we urgently need to mobilize all stakeholders/corners and everyone around the world and extend maximum recoverable pathology one else to join hands Toghather against the plight of drug Addiction and its offshoots.
