Default Divisional administrative system restored

Well, Most coveted and powerful post of commissioner has been restored in punjab.It has made the future of local government at stake.Now it seems that nazims will be limited to the tasks related to municipalities.What will be its negative and positive impacts?Lets have a discussion about that.

well finaly punjab goverment suceeded in reviving the post of commissioner. the system restored is the only solution of district goverment crisis in our country because the nazims( except mustafa kamal of karachi) remained busy in works that were not in intrest of community.

Its Revival of DMG ,,,, A good news...

Cool revival of DMGs

well , commissionery has been restored in punjab . A good news for DMGs but local government ordinance is protected under 6th schedule of constitution and it cannot be abrogated upto seven years . Governer has given his approval on condition that provincial govt ll delegate some of its own powers to commissioners instead of Nazims and they ll be supposed to exercise same powers . But even if is right then too punjab government ll be in a position to restore commissioner system with its all powers in next year.

Default @ Revival of Commissioner System

Dear forum fellows!
Besides this news being good news to all the DMGs, it is also a right step in the right direction. From day one, people were opposed to the system due to some inherent flaws in it. Over the past 7 years, the biggest achievements of LBS are huge corruption, reign of gangsters, encroachment, skyrocketting prices of daily commodities, and worsening law and order situation. Above all, LBS was an attack on provincial autonomy and paralysis of civil bureaucracy.
In my view, the revival of commissioner system will improve law and order, lessen corruption, stabilize the prices, end encroachment and restore people's confidence in the working of government institutions.
While respecting the view that the third tier of public representation at the local level is necessary, i must say that this must never paralyse the bureaucracy which is the delivery arm of the state.
International Crises Group recently said in its report that the LBS was devised to curtail the powers of the civil bureaucracy and give a chance to the military bureaucracy for dominating the civilian institutions. This i think has perfectly unfolded the the intentions of our great dictator.
As far the 6th Schedule is concerned, it is stated that the things contained therein cannot be ammended/altered/abolished without the prior approval of the President up to 7 years.that will lapse after few months.After that it can be amended through ordinary parliamentary process.
DMG may have its own flaws but at least in their days, the government departments in the districts were integrated.
The issue is open to comments.

Default Evolution rather than Revolution

We ,as a nation, like revolutions instead of evolution.it is true in case of this devolution plan.Although, local assemblies of the people form the strength of nations , yet in the presence of feudalism such system becomes a menace for the people.This system provided labourers, peasants and women to be the part of political process, trained them politically and enthroned the representatives of the people as the chief execuctive of districts.But in our case, law and order plus writing of Performance evaluation reports of DCOs by nazims were two main drawbacks.It is better to limit the role of nazims to municipal work and let the process continue untill people become politically educated enough to elect their true representatives.It is possible when feudalism is eradicated.

Restoration of commissionerate system in....

The old Commissionerate system has already been revived in the Punjab and is in the process of being restored in Balochistan and the NWFP, while Sindh is also considering restoring the system within days.

Sources in Islamabad have said that a meeting was held in the capital which was attended by government personalities, administrators and officers from District Management Group to revive the old Commissionerate System, especially in Sindh. Moreover, for Sindh, the government is considering demolishing the Police Order 2002 and reviving the Supremacy of Magistracy and now they are concentrating on modifying the powers of the Local Government Ordinance. It is also pertinent to mention here that the federal control area of Islamabad remained unchanged and the Commissionerate system never disturbed Islamabad under the previous government under the National Reconstruction Bureau (NRB).

They wasted money, time and human resources on such a useless scheme, which disturbed the very edifice of the bureaucracy by damaging the old system of police magistracy working under the deputy commissioner as District Magistrate and Commissioner working under the home secretary and chief secretary of the province.

We as a nation are in the habit of damaging our institutions; in other countries the institutions are not disturbed rather are protected. As far as the Police Order 2002 is concerned it was not a new ordinance or law but few amendments were made in the Punjab Police Rules 1934 and Police Act of 1861. Thus combination of Police Rules 1934 and Police Act of 1861 was prepared and introduced as Police Ordinance 2002.

All those police officers who were responsible and took credit during a meeting of then government personalities held at Central Police Office Karachi held in 2001 must now be sorted out and should be asked to deposit the expenditure which cost the government in introducing Police Order 2002, source said.

Actually Police Order 2002 was a conspiracy to hand over the transfer and posting of all the four Provincial Police Officers to the federal government under the Ministry of Interior and the powers of the provinces, which were being used by the chief secretary and home secretary vis-à-vis the police department should be used by the interior ministry.

Before the enforcement of this Police Ordinance 2002, the chief ministers of the provinces had full powers to select their own IGs and chief secretaries with their own choice and consent. During the tenure of Jam Sadiq Ali as Chief Minister of Sindh, the then IG and the chief secretary when resisted an administrative order, both the officers were surrendered to the federal government establishment division within minutes and replaced by others.

The crime situation and the overall law and order situation of all the four provinces under this new system was out of the control of the authorities. Despite the fact that the budget of the police increased and not much additional force was recruited as constables or ASIs throughout this period. Likewise no concrete development was made to control the crime and the law and order situation.

All these incidents of terrorism such as bomb blasts at the US Consulate, Nishter Park, Sheraton Blast and other blasts, besides that scores of incidents of tribal feuds took place in the upper Sindh such as Mehar and Jatio, Lunds, Marfani’s and several other disputes. It has been further noted and observed that hundreds of illegal weapons were smuggled in the province, and which as a result became common and could be seen openly during the gatherings of political rallies and marriage ceremonies.

No improvement was seen after the demolishing of Commissionerate System and the authors of the Police Order 2002 were actually misguided by the government who believed that by removing the Commissioner and Deputy Commissioner, they can achieve the desired results and the law and order situation will be under control by posting a number of DIGs and Regional Police Officers.

When contacted, DIG Saleem Akhtar Siddiqi said that the Commissionerate system was in fact in favour of the police as it was a protective shield for the Police Department, which had a strong cover from the Magistracy whenever they were in trouble. He added that with the Commissioner as head of the division it was a smooth functioning of division because all the resources were in the hands of the commissioner. The commissioner was in the better position to talk to the government and his batch mate in federal government kept sanctioning more budgets to the police for the construction of police stations. Also, during any crises the commissioner, of course without a uniform was physiologically in better position to talk to the protestors and disgruntled elements. Moreover, the tribal feuds used to be tackled by the commissioner and the deputy commissioner with the help of local and other political personalities.

Default Confusion about restoration

Yesterday Commissioner Lahore khusroo pervaiz an 11 common dmg and a grade 20 government servant visited jamat al dwah . DCO sheikhopura and police officials accompanied him
Now i read earlier that commissioner are using some of the prerogatives of governor and since local government ordinance is a integral part of 17 th amendment and not repealed as the 17th amendment is still a part of theconstitution, I am just amazed abut the dichotomy of the present system.
How is it possible that both DCO and Commissioner would work in the same district simultaneously? What about respective DDO and the newly appointed Deputy commissioners
How would this system work?
Nazim would be there ,DCO is still the financial king of district and now Commissioner is also installed with all the paraphernalia along with DPO and CCPO and the session and civil judges
I heard that the bureaucracy is in favor of keeping both Deputy commissioner and DCO in the district
If it so, how would the system work ,if lets say local government in one form or other also keep its existence
Can any learned member shed some light on the current local governance
