If the package is implemented n pursued on a war footing basis then def it would transmogrify the entire scenario As provincial autnomy n deletion of concurrent list is a big clause for baluchistan but numerous parties of baloch people hav repudiated the package well i think its time for solidarity rather then cry wolf anyhow we jus wait n watch n ya pray

Question Well it depends wat they say they mean it

Assalam o alaqoom

First of all i think that it will depend on what they have announced, the governament, and what they will do. As far as i m concerned, history tells us alot about these packages i mean v cover almost half of the total area of our country but still "backward", thats what most of them say.

So, the real things is that we have not seen much action but only promises. Well it would be a great news for the Baloch tribes to investigate in to the case of Nawab Akbar Bugti. That must be a relief for them at least. And the missing people thats a good move,


We know the situation of our province specially Quetta, the capital.

Constitutional amendments about provincial autonomy being considered by the parliamentary committee be addressed immediately.

this is always debatable but it will remain in debates and it will never be resolved.

Besides if what they have said they could act upon....... thn over all it wuld be satisfactory.

But it still will go in to discussion.

First off, I must pay homage to those Baloch leaders who gave their lives while struggling for just and legal cause of their beleaguered province. One must not, however, overlook the developments taking place across Balochistan since for last several months. The so-called nationalist forces are targeting high-profile people. Further, Punjabi speaking people are being targeted across the province in general and in Quetta, in particular. In addition, organized persecution of Shias is also underway.

The issue of Balochistan, in my view, should, therefore, be seen in a broader spectrum. One cannot neglect the India’s intentions for fishing in the province’s troubled waters. Now that India has eventually succeeded in establishing herself in bordering Afghanistan, it is most likely that she will remind us of our Kashmir episode. Also, it must not be forgotten that most of the BLA fugitives involved in target killing in the province are hiding in Afghanistan.

My point is whether the government implements the new package for Balochistan or not, I’m afraid the province will continue to be tumultuous. Until and unless the federal government looks through broad-spectrum, the dilemma will remain intact. Some Baloch leaders who talk big in front of media for provincial autonomy talk of seceding in person. The children of Balochistan are being so dangerously brainwashed that they lose tempers when they see anyone in pants and boots. Those who have travelled to Quetta through a train must have realized the ground realities especially when a policeman asks you to shut down the window of the coach when in the vicinity of the capital city. Guess why? “Bahir se log pathar maarty hain!”

No offence but investigating Nawab Akbar Bugti's murder is a distant dream and one of those pronouncements which our President likes to make every now and then when he is in trouble which is quite frequently just to divert people's attention. He raised hue and cry over Bibi's murder but haven't seen much progress on that front either despite spending millions of dollars in addition to our own agencies' investigation. Good governance and solving people's problems doesn't seem to be on top of this government's agenda.

Action speaks louder than words!

I would like to know what kind of clauses are expected or debated upon in order to grant more provincial autonomy to provinces?

A.O.A...It must be acclaimed as first step toward reconciliation with baluch nationalists.It would be effective or not it is something separate but at least for the first time in our history this issue is recognized at national level and attentions were shown towards its solution. It should must be admire first mile stone on the long road of reformation.But we should not over estimate or under estimate the impotence of this bill.I do not think Baluchistan package is enough to meet the aspirations of Baluchistan's population.

Firstly, we should understand the ground realities and sociopolitical set up of Baluchistan.It is a tribal society, masses are illiterate and unaware of their rights.Upper stratum of political leadership is constructed by tribal lords.Who have absolute control over their tribes. people are loyal to them. Apparently one may take it as a slave society.But in fact tribal lords and people both knitted in the fabric of centuries old customs and tradition. Authority of the lord over his subjects is not merely due the use of physical force that the lord holds but also due to the backwardness of subjects.People are loyal to their tribal customs and traditions.

Secondly, Baluchistan has plenty of natural resources due to which it stands at the peak in economic importance.Claim of the tribal lords to get economic share of the resources use by federal government and other provinces was always taken as a negative claim.Since independence no government went to fulfill their claims.Reason propounded by the different intellectuals was the illegitimacy of tribal lords in a democratic country.

Thirdly, majority of the Baluch leadership was highly educated and connected sincerely to its tribal customs and tradition.Even chairman of senate; Mir Zaffarullah Jammali defended the heinous crime of 5 Baluchi woman's murder on the basics of tribal customs.

Fourthly, Punjab had played a very controversial role in the past. Many governments that showed a bad attitude toward Baluchistan were supported by this province. Bhutto's government, that was enthusiastically supported by Punjabies in 1970's election, launched the military operation in Baluchistan. Most of the army and intelligence services leadership belongs to Punjab.Top ranks of Baluchistan bureaucracy are held by punjabies. Almost whole Punjab is supplied with Sui Gas, although its origin is located in Baluchistan, Baluchies are still deprived from this facility. Baluchistan with all its resources and economic importance lacks in infrastructure as compared to Punjab.

Fifthly, the murder of Akbar Bugti has raise strong feelings of resentment and antipathy against federation. Majority of Baluch masses are now fiercely against Punjabies and pak army.

In this perspective if we see the package, it is certainly a good step toward the solution of Baluchistan problem. But two things must be understood separately these are situation in Principle and situation in practice. In principle tribal system is against democratic ideals of equality, liberty, education, employment etc etc. But in practice it is present and all attempts to undermine its political importance and to astray Baluch leadership from political mainstream are destructive to our national integrity. Baluchistan should must be offer its due rights. But steps should also taken for the social uplift of common man.Education should be the first priority. Employment and local self government with an immediate seize fire of army operation. Baluch leadership should be warmly invited to unconditional negotiations with federation. Political prisoners must be free at once. Pervez Mushrraf and responsible army generals in the assassination of Akbar Bugty should be trialed in Supreme Court.Infrastructural development would be funded and law enforcement responsibility would be transfer to local governments. Media should be allow to broadcast aspirations of Baluchistan. Blame game of allegation on nationalist movements for getting support from Israel and India should must be stopped.All such problems would be discussed at national level and if find some evidences of foreign involvement this should be brought up to international level.

Dears above explained facts are not different from the Baluchistan package. But why i mention them in such manner is to distinguish between official tactics of governments to deceive people and actual solution of the problem. One can easily judge that package holds no water as Prime minister asserts. Background of baluch problem and perspectives of its political solution requires immediate action.While the government merely formulated suggestions and created commissions in paper. Suppose if they exist in future and this package come into practice even then it would be a zero sum game. Government would get nothing instead of more resentment from the baluchies who are looking toward this bill with mixed emotions. Unfortunately Inquiry Commissions formed in our history don't have a good repetition. Hamood u Rehman commission that was formed to inquired the reasons of fall of Dhaka, couldn't fulfill the aspirations of nation. Most disastrous event of our history is still behind the mask of myths.Commissions report is controversial also.Curtains of confusions over the most controversial issues of our national history were never be removed by commissions.

We need a speedy solution of this problem.Which is not the maxim of the bill. It focused on commissions and inquires only. Bill is also not prepared with the consultation of Baluch nationalists. No time frame of this bill is provided. Government has lost its credibility already by deceiving nation on different issues of national importance like energy crisis, sugar crisis, restoration of judiciary, inflation etc.so i do not think this package would heal the wounds of Baluch people.lionkinguaf@yahoo.Com
