I do thank you for this conclusive post with defficiency highlighting and solution.
I do agree with your statement that "Rule of law must be established with assurance of accountability" as this is soul of democracy.
System needs overhauling and policy makers are the most concerened authorities to change the scenario.
They must perform their duties instead of being a part of NRO like lewd package.
