In my view,a couple of things must be dressed.

Firstly, the state should instill fear of punishment in population by strengthening police, prosecution and courts.

Secondly, ulemmas needs to taught the true spirit and practical aspects of Islam in school, colleges and universities.

First Is Correct But Second The Ulemas are totally far from each other i Think the extremists has strong narrative that is the reason the educated youth is diverting towards extremism how we would tackle that thing???

As far as I know, Ulemmas are the key participants in the rising extremism. When they are supposed to speak and guide youth correctly, then they shake hands with silence, but when there is a single chance to speak against other faith, then they don't even think of missing that opportunity. And our educated youth goes to a self created world of extremism, where they don't even see the chaos created by them. Also, every religious faith and organization has its presence across the top universities and colleges of the Pakistan, and that is the reason of rising extremism. Educational Institutions must be set free of any political or religious group, so that students can only concentrate on studies.

Default Extremism

The question that should be addressed is why youngsters fell prey to extremist propaganda and organizations . The government is incompetent in catering to the exploding demographic bomb. Youngsters are easy prey to extremest hands , they lack proper thinking . It should produce proper incentives for the youth to get them engaged in .Govt should reform education policy in the good interest of nation .Govt should infuse the idea of nationality in people that in turn can give them a direction to think .

Ulamas has nothing to do with extremism.

you said "as for as i know" so its not fact. its just a theory in your mind. Do you have any facts supporting you claim?

you said "

again you just supposed. They do speak in their khutbas during juma prayers and even ulama give drass on daily basis usually after Maghrib prayer. But our youth seldom goes to Masajids. Many of us even donot listen to khutba of juma. So how exactly they are supposed to guide?

you said
"but when there is a single chance to speak against other faith, then they don't even think of missing that opportunity."
Each and every sect do this, with no exception.

may be yes. but they never promote extremism

you said
"Educational Institutions must be set free of any political or religious group, so that students can only concentrate on studies"
How can you separate education from Islam.
In fact first revealed verse was "Iqra"
Holy Prophet Peace Be Upon Him said.
Acquiring education is compulsory for all. {Todays so called educated countries and were in darkest part of ignorance when Holy Prophet commanded this}

In fact each and every religious scholar do this from Dr. zakir nair to moulana tariq jameel to moulana ilyas.
every one quotes " killing one person is as if to kill whole humanity."

But the reality is "we have double standards"

In my view following steps can help us to decrees extremism.

First of all we should promote culture of debate in our educational institutions, seminars should be arranged and students should be encouraged to participate in that seminars.
Secondly, Ulema can also play role by guiding youth and people keeping in mind the current circumstances.
thirdly role of social media cannot be ignored in improving extremism, it should be monitored which is very difficult but there should be some system of only one account that can be checked and every one should be responsible.
unemployment too may lead the youth towards the illegal activities.
