Default Civil servants versus politicians

While preparation for css,most of the aspirants are chanting voice with great utterance in their discussions that curruption,illiteracy,poverty,unemployement and power outage are the main causes which must be addressed timely otherwise our nation would be in the doldrum and will never meet with successfulness in any field.
same as,politicians are doing while convassing,it is their slogan that afore mentioned problems will be addressed if their party would happen to form government.
Unfortunately,whatever politicians and civil servants were saying at the initial stage,have had never taken place in the history of pakistan that is why the above mentioned problems are still prevailing in our country.

My question is what is the difference between pakistani politicians and civil servants,what they have done for the betterment of our country?

Uneducated politicians are abusing power while civil servants are also adhering the same policy but legally.

What is required:

1 - The need for a civil service that is impartial and unprejudiced, transparent, cost-effective, output-oriented and accountable without corruption, nepotism or patronage;

2 - The need for public servants and government officials to follow the highest benchmark of ethical behavior to ensure that the principles of good government are effectively applied;

3 - The need for an accountable police and an independent judiciary with a clear legal framework and sufficient resources;

4 - The need for freedom of information concerning the awarding of government contracts, government purchases and privatizations;

5 - The need to prevent abuse of state resources by officials for private or party-political purposes;

6 - The need to deregulate because an overload of regulation invites to non-compliant behavior, law evasion, and corruption, and where there is regulation compliance terms have to be transparent and accountable;

7 -The need to make paying bribes abroad an offence rather than a tax-deductible expense;

8 - The need for an effective system of preventing conflict of interests by politicians and senior civil servants and to follow the highest benchmark of ethical behavior to ensure that the principles of good government are effectively applied;

9 - The need to remunerate officials adequately;

10 - The need to create and enforce clear laws regarding lobby activities.

look fellows as far as i m concerned, what i see and feel is that the civil service is still like saving grace for our country. no matter who comes into the govt, they stick to their work and deliver services to the general public.
their good efforts must b appreciated.
yes there is an issue of corruption, but the corruption is mostly on personal level. that is, individuals are involved in it. u can't blame the whole system. and these are the honest civil servants who ve got our systems still running, in spite of scant resources and inadequate man power.

The problem arise when the corrupt from both side( civil servents & politicians) join hands to loot the country.
Nobody can stop it when this happens as both compliment each other, one get undue promotions/previlages and the other get commission/kick-backs. There are examples before us ........... Do you remember Ahmad sadiq, the principal Secretary of PM in BB era ? And most recent example is Hameesh khan the Ex. president of BoP ?
And on the Politician side, you know well !
And if any one of them caught, the politician says it is their political victimization and the civil servant says that he did it under pressure.
