local goverment vs commissionery system
 
what is better way of working sturcture in pakistan?
1. commissionery system.
2. local goverment.

dear sakk . Local govt system is better then commissionery system . com missionary system is quite old system of 18th which has all the old practices and rules in this system public representatives are not fully authorized while the bureaucracy enjoys much administrative powers , the Local Govt system which was introduced in 2001 ,it is quite modern system where the powers were transfered to root level it was an organized , systematic system .but failed because the implementation is problem rather then system in Pakistan , in 2001 Musharraf did not introduce Local Govt to boost up OR to give a system to country it was only is wish to get public support and prolong his regime

If I go for the straight answer to the query "Which is better system?" I will definitely go for "Local Government".

Your asked question has changed the scenario a lot; although I have voted for local system.

Pakistani nation remained slave for centuries; by Arians, Arabs, Afghans, Turks, Persians and Britain.

We have been proved much loyal for any powerful elite because of our huge past.

No doubt, in current scenario of Pakistan, well educated and policy making class of beaurocracy could rule the nation in much better way; even they are supposed to serve the nation!!

Education of masses is a core problem of our society which has been strengthened by corrupt ruling lot of so-called democracy.

Democracy needs education to choose the right candidate for right jobs by the masses.

Pakistan is crying for literacy of the nation to establish a Merit system and viable political democratic structure.

So in my personal opinion, Local Government system is better for Pakistan after removing the mentioned bugs.

Viewd so,with all other exceptions,we can say without being contradicted,that Local government system is far better than commissionery system.I have many reasons to believe in the said system,because it not only provides opportunities of participation for the common populace but also caters the needs of untouched segments of society.The reasons why i am putting my weight in favor are as under;
1.Local government system offers direct participation to the local habitants,who can better understand their problems together with pragmatic solutions.
2.It enhances empowerment,in the sense that each head,who represents his/her council,constituency or distinct boundaries can better be in the position to dole out the resources for the well being of his/her relevant social fabric.
3.Local government representatives can be held responsible for their deeds,for they are accountable before public.
4.In this system funds can be proportionately distributed among areas of poorly developed and well developed areas.
5.This system negates the ever pinching practices of bureaucracy which favors those who rule the roast.Red tapism and orthodox pending system has
no space here.
6.Development projects completed in period of local government system speak volumes of its competency against challenges.Developments in Karachi can be quoted one of its greatest achievements.
7.This fact can not denied that local government system fosters bribery and procurement of percentages.
8.Local government system provides a base to those who intent upon serving their cause together with their electors.

Any system which has public representatives is bad in Pakistan because "Public Representatives" are usually corrupt and dishonest and they have a hidden agenda of filling their pockets on the name of Public service. This principle applies from top to bottom, i.e PM to local councilor.

simply well educated person can handle every problem very well. on the other hand as we experinced the previous, uneducated nazim which totally serving their parties benifit rather then the peoples.
on the other hand whole world have mayor system which is very succesfull. but according to our social enviorment, it seems very difficult to implement beause of few reasons.

1. involvment of political parties
2. local selected person will started corruption when he got power (beacuse he knows it is temporary power to him)
3. after comming in power they only want to destruct other parties local peoples
4. even a senior politicians came to local goverment as ZILA NAZIM after resigning from the MNA set, beacuse they know the more corruption chances in local government.


if we want nazim system i think a nazim should be well educated, not related to any political party, and should be some age criteria is fixed (for more passionate thinking and working capability), and having good character in locality, having not only police case (as one of previous nazim had lots of murder and blackmailing cases, who call himself a best nazim of the pakistan)


but it seems very DIFFICULT in this scenario...
so that i think

BEAUROCRACY is suitable for our enviornment.... (educated peoples must have chance to serve this country)

Commissionery System which Pakistan inherited from its colonial masters and which still exists in certain manifestations was designed by the British to govern the sub-continent according to their own colonial and exploitative interests.The old commissionorate system maintained a slavish relationship between the rulers and the ruled.This system was responsive towards the rulers and not to the population because the commissioner at his disposal had police and magistracy.The purpose of this system was to collect land revenue and it couldn't be done without the control of police and magistracy.The commissioner was not an elected person rather he was selected through an exam.The system condoned the import of personnel to run the district and people had no say in the matters of governance.The British also started the municipality system for purposes such as education,roads and certain other departments(do apprise me if i make any mistake!!).

Local government system is the best form of government.It empowers people at grassroots level so that every vote counts.It gives them the right to elect their own representatives at levels beginning from union,tehsil and district.The local administration formed at union level is responsible to look after all the matters of governace.It will elect its own administration,create local police force,collect taxes,recieve funds for development,levy taxes and collect revenue.the same procedure will be followed at other levels mentioned above.In this way the local government at union level will be empowered to solve its matters pertaining to governace.This will also bring prosperity to tehsils,unions and districts.Ultimately we will see that our system will start embracing progress and prosperity.Though it may look like a pipe dream but LG system is promising.It has the potential to reduce politicisation of police, reduce influence of Provincial government and eradicate thana culture,tax evasion and clout of local feudal lords.
Now i will give some examples from the American administartive system.Every town has its own Police,Administration,Justice system,Taxation system and revenue generation arrangement.There are certain domains in which State(Provincial) or Federal law will have ascendancy.There are ceratin states where taxes are high,punishments are strict and immigration laws are expolitative.The new Arizona law is a case in point which shows that certain States can come down hard on immigrants and promulgate stringent laws.Even some states have variations in their family laws.
Since our democracy is still in the developing phase we need to cultivate more tolerance towards LG system.Please remember that we have a rural community at tehsil,union and district level.Our rural population though illiterate-which is not always the case,is wise when it comes to choosing its representatives.It matters little to the electorte whether the representative is educated or not.What is important is whether he is capable of delivering to their wants.It is but stating the obvious that those who have roots in the population through tribal,biradiri or kinship relation stand to benefit most.There is no question that rural community will identify themselves with a "Shehri Baboo" or Sahab.Why do we ignore the fact that we think that uneducated people cannot reprents us? On the contrary poor people think that educated people dont represent us.This is nothing but dichotomy.
It should be understood that the social and economic institutions in our rural institutions are intertwined in such a way that feudal,biradiri and kinship setup will hold sway for a long time. Local government system is often attacked on the grounds of not delivering much and the mindset that people or their representatives are not capable to run administrative affairs.Distressingly it has been rejected on the grounds of being too costly,littered with corruption and the perpetuation of the same old dynastic politics that exists at provincial and federal system.
Democracy is a self-corrective process and it does not tolerates surgical procedures.with the passage of time we can also achieve god governance.My vote is in favour of LG system be it of corrupt,illiterate nazims.
