The condition under discussion is a neuropsychiatric one and typically called "Adult Attention Deficit Hyperactivity Disorder." The individual have problems with self-regulation, motivation and prioritization. Mostly he procrastinates and may actively and consciously keep seeking distractions. Such individuals are quite capable, intelligent, witty and very much creative but they just find it hard to be goal-oriented.
Treatment is simple. They should keep themselves stimulated and motivated in the direction of their goals. They should join a library or do combined studies. Library is the best option, I bet it will deliver because there are always other people studying there which will give you motivation, sense of competition and it will also act like a certain form of "social control" as a library is not a place to walk around, attend your calls etc. Just be committed to spend at least 5 hours daily inside the library.
If the problem continues for years and all attempts at self-help fail, then psychological intervention becomes necessary in which the individual's thoughts are assessed and his or her behaviour is modified through discussions and reasoning and self-awareness. Drugs like Amphetamines in low doses are used with caution in psychiatry.
Sometimes a good understanding friend could be the best psychological help.
