well one of the worst demerits of local government system which you have referred to as city district system was that mere cleaning of the streets could sometimes become a political issue.... i feel that system has added fuel to the agitation of the public and such turbulent populace as it is seen now was not that much turbulent prior to enforcement of that system.

[COLOR="Purple"][SIZE="4"][FONT="Comic Sans MS"]Commissary system is against the spirit of democracy. It gives less powers to politicians and more to bureaucrats. But it is good in a way that it makes some intelligent and really capable people to directly confront the issues instead of inefficient local government.
And i wonder when commissar system in past was remain unable to bring harmony then what makes our politics to relaunch it...:thinking
