Default Bureaucracy- A Contempt

In Pakistan, as well as some other countries, the term 'bureaucracy' is looked down upon as a 'smear word' or the word of contempt. How you aspirants view this perspective?

Pardon me if any one gets hurt by the above lines.

today i had discussion with a colleague, he referred a senior officer as, "he is typical bureaucrat" i said what does it mean? He replied, diplomat, says yes but do not fulfill his words, only give response to superiors including political goss and equal ranks.

The same comments would never had appeared if we were able so enough to be a country having pure bureaucracy !!!!!!
