what/who is technocrat?
 
These days on media this term is popular. One of the demands of Imran khan to make to appoint technocrats government.. can someone please answer in simple words with example?

thanks dear, but as i said simple with example...means, to the point and in one's own words and with reference to current Pakistani scenario...e.g

what technocrat government will be be like?what changes will occur in organizational structure?

please no Wikipedia definition...

I referred Wikipedia because explanations are written in very simple words. But it seems you guys are not able to understand it.

Technocrat: Any person with expertise in particular field.

In technocrat government, technocrats are appointed on political key positions like Ministers.

For example: Railway minister will be a person who is Railway expert or any other expert related to railways.

Shaukat Aziz was a technocrat. His expertise is finance & economics and he was Finance Minister during 12 October 1999 to 15 November 2007.

Technocrats are basically those people who are expert in their relevant fields and by the government of technocrats we mean to appoint specialists as the ministers of their relevant fields. for example khwaja saad rafique holds a master degree in Political Science but he is currently federal minister for Railways, a field to which he does not belong. similarly an academic must act as minister of education like wise economist for finance minsitry.
but the problem is these technocrats are not electable since we cast our votes on the basis of face value not how much a person is able to hold that office.

According to wikipedia, Technocracy is a political movement which originated in North America. As much as I can understand it, in simplest of words, it aims at creating a robotic society of humans by applying scientific method to solve social problems :D. Currently our societies are controlled by economic, political, moral and philosophical approaches revolving around values, profitability and opinions :D. Further simplification would be 'government of the professionals, by the professionals, for the professionals' :D.

I will not give a direct comment on whether it is right or wrong.
I will give an example in this regard.
When any professional emigrant applies for UK/USA citizenship. His character over all in the society is considered. What role he is playing? Had he ever got busted? If yes, then for what reasons etc... Then after viewing his complete social profile he is awarded with the citizen ship...His Technicality in his field matters for about 5-10 percent only...
What happens in democracy? (Not in Pakistan's or 3rd world countries, in modern world)...Same thing is taken into consideration. To what extent the particular person is interested in his society and to what extent he can be a good change agent if people select him. A Good doctor is not necessarily a good man in the society. His decisions will not necessarily be inclined towards the betterment of people. This is the point where technocracy fails.
