Pakistan ‘not obliged’ to arrest Hafiz Saeed: Malik
DUBAI: Pakistan has said that it is ‘not obliged’ to immediately arrest Lashkar-i-Taiba founder Hafiz Saeed even if an Interpol Red Corner notice has been issued against him and claimed that evidence provided by India in their three dossiers was ‘not sufficient’ to link him to the 26/11 attacks.

‘Pakistan needs to examine the evidence provided by India on the basis of which Interpol issued a Red Corner notice against Hafiz Saeed. Certain procedures are required to pursue the notice,’ Interior Minister Rahman Malik said.

In an interview to Saudi Daily Arab News, Malik said even if a Red Corner notice has been issued against Saeed, the government was ‘not obliged to immediately arrest him’.

‘We are free to make our own investigations against the man, and then take steps accordingly,’ he said.

Malik claimed that the evidence provided by India in three dossiers ‘is, in our considered view, not sufficient to link Hafiz Saeed to the (Mumbai) attack and to punish those who are guilty.’

‘We appeal to India to share information with us, and also to keep faith in our legal system and judiciary,’ he said and reiterated his claim that India could have averted the Mumbai attacks by sharing information with Pakistan.

‘Let me tell you, India could have prevented the terror attacks in Mumbai if they had shared intelligence with us after the arrest of two terrorists - Fahim Ansari and Sabah Uddin,’ he said.

Nawaz calls for implementation of COD

LAHORE: The PML-N has once again demanded for the immediate restoration of the constitution and implementation of the charter of democracy.

The party has also offered unconditional support for the government, both in and outside parliament.

The party chief Nawaz Sharif has also called for the government to hold a referendum in order to change the name of the frontier province. He said that the country was facing its worst crisis since 1947.

Sharif says the name of the province should be changed through a democratic process and the government should hold a referendum on the issue. -DawnNews

Nazim's tenure to end by Oct 16: Agha Durrani [Geo TV] 08 Sep, 2009

JAMSHORO: Provincial minister for local government Agha Siraj Durrani has said the terms of Nazims will come to end on October 16 and the administrators will be designated from October 17, Geo news reported.

He said those Nazims who wish to get back, should keep fasts, offer prayers and should go to perform Hajj.

This he said at the inaugural ceremony of a residential scheme here on Monday. He said the day on October 16 will mark the end of Nazims tenure while Administrators will be appointed in their replacement from October 17 and onwards.



Nationalists sceptical about cantonment decision [Dawn News] 09 Sep, 2009

QUETTA: Nationalist and political parties in Balochistan have expressed mixed views over the decision of putting on hold work on setting up cantonments in the province.

They welcomed the announcement, but feared the establishment would not allow the government to implement the decision.

According to them, it is just an assurance to the chief minister and no formal announcement has been made by the federal government.

Mir Hasil Khan Bizenjo, senior vice-president of the National Party, said: ‘It is a good decision, but atrocities committed by security forces against the Baloch people may offset the impact of this decision.’

He said that successive governments had not paid any heed to the demand by political parties of Balochistan for abandoning the cantonment plan.

The decision, taken after the killing of Nawab Bugti in an army operation, was belated, Mr Bizenjo added.

‘Atrocities by security forces were our main concern. They are killing and arresting people without any justification,’ he told Dawn.

He said that forces should be withdrawn, the operation stopped and missing people should be produced before courts without further delay.

He said that the Pakistan People’s Party claimed to be a democratic party, but after coming into power it had not brought any change to Balochistan.

The acting president of the Balochistan National Party (Mengal), Dr Jahanzeb Jamaldani, said the ‘establishment would not accept the decision of the political government’.

The announcement was an attempt to appease the Baloch people, but they would not back out of the struggle for their rights, Dr Jamaldani said. ‘There is no need for a new cantonment because there were already several cantonments in the province.’

The provincial president of the Pakhtunkhwa Milli Awami Party, Usman Kakar, said his party had been opposing the establishment of military garrisons in the province. The government had taken a good decision after a long time, he observed.

‘There is a need to launch mega development projects, set up educational and heath care institutions and provide other basic amenities to the people of the province.’

Mr Kakar said that Baloch and Pashtoon areas should be developed on an equal basis. He said that plans to set up cantonments in Chamalang and Pashtoon areas should also be abandoned and Quetta cantonment should not be expanded.

The provincial president of the Pakistan Muslim League-N, Sardar Yaqoob Khan Nasar, welcomed the decision, but said that many announcements made in the past had not been implemented.

Provincial minister and leader of the Awami National Party Engineer Zamrak Khan Piralizai termed the decision a victory for the people of the province and said the provincial government had forced the federal government to change the decision of a dictator.



TCP blames minister for sugar crisis [Dawn News] 09 Sep, 2009

ISLAMABAD: In what appears to be a new twist in the sugar crisis, officials of the Trading Corporation of Pakistan on Tuesday absolved themselves of responsibility and instead passed the buck to the minister for industries, who they said, had stopped the import of sugar on the plea that the country had enough stocks to meet the demand.

Through a letter sent on May 29 by Federal Minister for Industries Manzoor Wattoo, via the commerce ministry, the TCP was asked to stop import of sugar with immediate effect, although prices had already started rising in the international market.

‘There is enough stock of sugar in the country as reported by the Pakistan Sugar Mills Association. Therefore, there is no requirement to import sugar and spending foreign exchange,’ the letter by Mr Wattoo said.

The contents of the letter were read out before the National Assembly Standing Committee, headed by its Chairman Khurram Dastgir Khan.

Commerce Minister Amin Fahim also attended the meeting along with 11 other members of the committee.

The prime minister will hold a special meeting on the sugar crisis on Wednesday. The four chief ministers have been invited to the deliberations.

In reply to questions of the committee, TCP Chairman Saeed Ahmed Khan said as directed by the economic coordination committee of the cabinet in February, the corporation floated tenders for import of 125,000 tons of sugar.

Mr Khan admitted that further import of sugar was stopped following receipt of the letter from the ministry.

He said that on a directive by the ECC on Aug 11, a tender for the remaining sugar was floated on Aug 29.

He said by Sept 30, the total quantity of imported sugar would be 200,000 tons.

Many participants questioned the contents of the statement issued by the National Assembly secretariat, which according to them mostly misquoted officials.

According to the statement, the standing committee has censured the TCP for aggravating the sugar crisis through a grievous delay in importing required sugar stocks, inflicting sever hardship on poor Pakistanis and causing a loss of millions to the government.

‘The TCP was complicit in collusion between powerful government figures, hoarders and mill owners to fleece poor Pakistanis,’ the statement said.

Talking to Dawn, the TCP chairman denied all observations made in the statement and said nothing like this had been discussed during the meeting.

He claimed that the meeting had expressed satisfaction with the information given by the corporation.

According to the statement, the committee reprimanded the TCP for a two-month delay in finalising a tender for 50,000 tons that the TCP had opened in April.

The commerce secretary ascribed responsibility for delay on a price verification committee comprising him and the secretaries of the industries and food ministries.

Commerce Secretary Suleman Ghani also questioned the contents attributed to him in the statement. ‘I never said anything like this during the meeting,’ he told Dawn.

He said the imported sugar had nothing to do with the domestic market as it was meant for buffer stock. He said no price committee existed at present.

On a directive of the ministry of industries the import of sugar had been deferred for weeks. However, he claimed, no additional cost incurred to the kitty owing to the delay in imports.

The TCP informed the committee that it had received 83,283 tons of sugar out of a total of 200,000 tons ordered from abroad.

Mr Khan said that the TCP supply to Utility Stores from its domestic purchases would be enough till the next crushing season.

He said that the TCP purchased 642,000 tons of sugar between Nov 2007 and Oct 2008 from local sugar millers at prices varying between Rs20 and Rs32 per kg.

He said with the carrying cost, the TCP sugar cost edged up to Rs37.75 a kg last month, which did not include the transportation cost negating government claims of giving huge subsidy on sugar sale to consumers.

He said domestic reserves would be 50,000 tons after the release of stocks to Utility Stores by Sept 30.

He said the TCP would release 30,000 tones next month to Utility Stores. Several members pointed out that the government’s efforts to provide sugar at a discount had failed dismally.

JERUSALEM: Israel's prime minister stole away to Moscow this week to discuss Russian arms sales to arch-foes Iran and Syria, a report said on

Wednesday amid speculation over the premier's mysterious disappearance.

Benjamin Netanyahu flew to Moscow on Monday, the Yediot Aharonot daily said, citing anonymous sources.

Asked to comment on the report, Netanyahu's office reiterated that the premier had spent Monday at the headquarters of the Mossad foreign intelligence agency.

No immediate comment was available from the Russian authorities.

Netanyahu's hours-long absence from public view on Monday has sparked furious rumours in the Israeli media as to where he spent the day, with a secret visit to an Arab country topping the speculation.

Israel has for years tried to convince Russia not to sell S-300 surface-to-air missile systems to Iran, which the Jewish state fears Tehran could deploy around its controversial nuclear sites.

Russia reportedly agreed to sell the systems to Tehran several years ago. Following an August 18 visit, Israeli President Shimon Peres said that he had secured a promise from his counterpart Dmitry Medvedev that Russia would review its decision.

CCP chairman to complete tenure till July next year [Dawn News] 10 Sep, 2009




ISLAMABAD: The government has withdrawn its decision of terminating the contract of Khalid Mirza as Chairman of the Competition Commission of Pakistan.

A notification issued by the establishment division here on Wednesday said the termination order issued on Sept 4 had been cancelled, allowing Mr Mirza to complete his tenure which ends in July next year.

The prime minister had terminated the contract of Mr Mirza as part of the biggest reshuffle in bureaucracy in the country’s history.

However, following protests from various quarters the prime minister granted Mr Mirza one-month service extension.

The replacement of the chairman came after the commission had issued a policy note to sugar mill owners and imposed penalties of more than Rs6 billion on over 20 cement manufacturers.

Under Sub-Section (6) of Section 14 of the Competition Ordinance of 2007, the government can remove the chairman or a member of the commission only if he/she is convicted of an offence involving moral turpitude, adjudged insolvent or physically unfit or remains absent from three consecutive meetings of the commission, etc.

According to an official, Javed Akhtar who was posted as the new chairman had visited the CCP office on Saturday, which was a holiday.

He called Director General (Research) Shahid Ahmed for a briefing on sugar crisis. He also called the joint director (administration) and remained in the office for a couple of hours.

The CCP had recently moved decisively against cartelisation in various sectors, collusive tendering, abuse of dominance, unacceptable concentrations and deceptive marketing practices.

The parties affected by the decisions include a number of banks, cement companies, newspapers, the country’s largest refinery, stock exchanges, cellular companies, a leading business school, a government trust, a professional association and two fertiliser companies run by an army trust.

The commission granted about 90 pre-merger clearances, including one that was taken to the second phase of examination. About 200 potentially competition-reducing agreements were exempted on grounds of economic merit.

Since its formation in December 2007, the commission has issued six policy advisory notes to the government and its agencies on various aspects of public policy and regulation that in its opinion were against accepted competition norms.

واشنگٹن (آن لائن) امریکا نے کہا ہے کہ پاکستان کو ممبئی حملوں کے دہشتگردوں کو سزا اور بھارت کے اندر دراندازی بند کردینی چاہیے تاکہ دونوں ممالک کے تعلقات استوار ہوسکیں۔ بھارتی ویب سائٹ ریڈف ڈاٹ کام کو انٹرویو میں امریکی نائب وزیر خارجہ برائے جنوبی اور وسطی ایشیا رابرٹ بلیک نے ایک سوال پر کہا کہ دونوں ممالک کے درمیان انتہائی پیچیدہ معاملات ہیں ہم نے دونوں ممالک کی مختلف اجلاسوں کے دوران بڑی حوصلہ افزائی کی ہے ۔میں اس حوالے سے شرم الشیخ مذاکرات کا ذکر خاص طور پر کروں گا جہاں وزیراعظم یوسف رضا گیلانی اور من موہن سنگھ کے درمیان ملاقات ہوئی۔ بھارت کہتاہے کہ جب تک پاکستان دہشت گردوں کو انصاف کے کٹہرے میں نہیں لاتا اس وقت تک جامع مذاکرات شروع نہیں ہوسکتے۔ رابرٹ بلیک کا کہنا تھا کہ دونوں ممالک کے درمیان خارجہ سیکرٹری ، وزراءخارجہ اور دیگر لیول کے کئی اجلاس ہوچکے ہیں اورمجھے توقع ہے کہ جنرل اسمبلی کے اجلاس کے موقع پر دونوں ممالک کے رہنماﺅں کے درمیان رابطہ ہوگا لہذا امید ہے کہ دونوں ممالک پیش رفت کے قابل ہوجائیں گے اور اس پیش رفت کے لیے ضرورت ہے کہ پاکستان پہلے ممبئی حملوں کے پہلے سے زیر حراست ملزمان کا ٹرائل کرے اور پھر سرحد پار دراندازی بند کردے تاکہ ممبئی حملوں جیسے واقعات دوبارہ رونما نہ ہوسکیں۔ انہوں نے کہا کہ اس قسم کی پیش رفت دونوں ممالک کو جامع مذاکرات کے آغاز کے لیے بنیاد فراہم کریں گی اور دونوں کے درمیان اعتماد بحال ہوگا۔ امریکا پاکستان پر کب دباﺅ ڈالے گا کہ وہ اپنی سرزمین سے دہشتگردی کا ڈھانچہ ختم کری؟ اس پر رابرٹ بلیک نے کہا کہ بعض باتیں حکومت پاکستان کے اپنے فیصلہ کرنے کی ہیں اور اس بات کا فیصلہ بھی پاکستان کے اپنے مفاد میں ہے میں پہلے بھی کہہ چکا ہوں کہ پاکستان نے سوات اور جنوبی وزیرستان میں انتہائی اہم کامیابی حاصل کی ہے اور سب سے زیادہ اہم بات یہ ہے کہ ان کامیابیوں کے پیچھے پاکستان کے عوام کی حمایت حاصل ہے ۔یہ نو منتخب جمہوری حکومت کی فتح ہے اس کو عوام کی بھرپور حمایت حاصل ہے اور پاکستان میں دہشت گردوں کیخلاف عوامی فضا بن چکی ہے۔ انہوں نے کہا کہ یہ پہلی بار ہوا ہے کہ پاکستان بھارت اورامریکا کے مفادات مشترکہ ہوگئے ہیں ۔قبل ازیں اوباما انتظامیہ کی جنوبی ایشیا پالیسی کے موضوع پر جان پکن یونیورسٹی سے خطاب کرتے ہوئے انہوں نے کہا کہ پاکستان افغانستان کے لئے کامیاب پالیسی کا اہم حصہ ہے کہ پاکستان اور بھارت کے تعلقات بحال ہوں اوردونوں ممالک کے درمیان 2004ءاور 2007ءکی سطح کے تعلقات استوار ہوں گے۔

Give Pakistan drones to target terrorists: Musharraf

LONDON : Former president Pervez Musharraf believes Pakistan should be given drone aircraft so it can take out top terror suspects without the help of the West, he told FOX News in an exclusive interview.

“It was not for United States alone it was for Pakistan," he said during a wide-ranging interview with FOX News' Amy Kellogg in London.

"We are a progressive, moderate people, so it was very clear that we cannot accept" the Talibanization of his country, he said, calling it an easy decision to turn his military's sights on the militants.

"They were roaming around our cities and causing terrorist attacks in our cities and all over, and we had to eliminate that."

Musharraf said that al Qaeda has been significantly diminished in Pakistan, but the Taliban is thriving. Yet he believes that the unmanned aircraft the US uses to target key militants in Pakistan should be handed over to his country.

They have been very controversial always," he said. "I personally believe that drones should be given to Pakistan because the sensitivity is American troops or any foreign troops coming into Pakistan."

The question on so many minds — where is Osama Bin Laden? Remains unanswered. Musharraf has doubts whether Bin Laden has survived the eight harsh years since 9/11.

“There is even a doubt whether he is alive," he told FOX News. "Because right in the beginning he was a dialysis patient, he was a kidney patient; therefore I wonder if he is alive. “

Musharraf came to power in a 1999 coup but left power last year amid threats of impeachment by the opposition party in connection with his imposition of a state of emergency in 2007.

He is travelling on the lecture circuit now, focusing on winning the war against extremism.

He believes a combination of military might and political solutions will ultimately destroy the Taliban, a disparate band of militants with no front line. He says they are digging their own grave by making Pakistanis turn away from them.

He cited Swat Valley, where the Taliban had a stronghold but were recently defeated by the Pakistani army. The Taliban's "very cruel behaviour in Swat" — including the harsh imposition of religious law and the slaughter of innocents — appalled the entire nation of 172 million people and bound it together behind the army, he told FOX News.

"Now all the people of Pakistan and also the media is combined, is united, asking the army to defeat them."

Pakistan is united and remains an American ally, but a growing divide is emerging because Pakistanis generally don't like the US, Musharraf said.

“For 42 years, until '89, we were the strategic partners of the West," he told, noting the "lead role" of Pakistan in the Afghanistan War that lasted from 1979 until 1989.

"We defeated the Soviet Union together," he said, attributing the end of the Cold War in large part to the victory over the U.S.S.R. in Afghanistan.

"Then what happened after 1989 is the question," he said. "We were left high and dry" as tribal warfare raged in Afghanistan and 30,000 mujahideen holed up there, forming the central cells of al Qaeda.

The US also turned away from Pakistan in the intervening years, he said.

"There was a strategic shift in the United States where they shifted towards India, which was always with the East, and never with the West.”

Despite the internal tension, Musharraf says he developed a strong friendship with former President George W. Bush, whom he called "a very good man" and "a good friend."

"I think president Bush was a very sincere person, he was a very straight-talking, upright man," he said. "I like that in a man. A man who can look into your eyes and talk straight. ...

Musharraf says the Muslim world is now waiting with bated breath to see what President Obama can deliver.

"President Obama has said that he will develop better, closer relations with Muslims, and I think he has been welcomed in the Muslim world," he said.

Pakistan Is Attractive Destination For Investers: Gilani

Islamabad: Prime Minister Yousuf Raza Gilani said Pakistan is an attractive destination for foreign investors due to its geographic location, investment, personal experience and raw materials become cheaper.

PM was in discussion with the Finance Minister, Shaukat Tareen and Chairman of the Board of Investment Mandviwala Salim In Prime Minister House on Saturday.

Gilani directed the two officials to attract foreign investments in the energy sector.

“The government is monitoring the situation and demand for energy and take all possible measures to cover energy shortage,” PM Said.

Federal Minister for Privatization Naveed Qamar, Qamar Zaman Kaira Infromation Minister and Minister of Water and Power Raja Pervez Ashraf also met with the premier

FPSC, PCB row hurting job seekers [The News] 14 Sep, 2009

ISLAMABAD: The Federal Public Service Commission (FPSC) and the Pakistan Computer Bureau (PCB) appeared to have divergent views over vacant posts in grade-18 at latters department for the last more than 30 months.

None other than the job seekers under the Central Superior Service (CSS) exams and required training period are the ultimate victims of the unprecedented delay on part of the FPSC.

Five BPS-18 computer analyst posts at the information technology ministry subordinate department, Pakistan Computer Bureau, were advertised in Feb 2007 for appointment one from each province, AJK and Northern Areas (now Gilgit-Baltistan).

Twelve candidates were short listed but only Muhammad Akram, who was third in merit list from the NWFP, got appointment letter six months ago by the director of Final Selection (FS). The News contacted both the FPSC and the PCB to take their versions.

FPSC Secretary Shaukat Hayat Durrani said his department had forwarded a letter to the PCB last Thursday (Sept 10) for scrutiny of eleven aspirants. In contrast, the PCB categorically denied to have received any such communication after the bureau had given its final views on all the 12 short listed candidates in Feb 2009.

PCB Director-General Shahid Saadullahs office gave a strait reply on her behalf that the FPSC does not need a fresh scrutiny after it officially conveyed about the twelve candidates short listed five or six months ago.

A superintendent level official took the call when The News contacted her on telephone, who introduced himself as Ghalib Ali.He said: We can produce copy of the final letter in response to twelve short listed persons as our viewpoint is crystal clear.

At the same time, The News also contacted FS Director Muhammad Arjmand, who confirmed that the commission has not written any new letter to the PCB for fresh opinion.Arjmand, who took over the charge of the FS recently, was, however, very clear that delay in the finalisation of four cases was deliberate and from the higher level, as even a full commission comprising its members discussed the matter.

At this stage, names have been finalised and would be announced within shortly, the director (FS) maintained while keeping the names secret.The 12 short-listed candidates are: Faisal Saeed (Roll No 40013, Punjab) Syed Sajid Raza (R.N 40058/L, Punjab), Sher Afgan Khan (RN 400378/I, Punjab), Abdul Rashid (R.N 40006/I, Sindh-Rural), Maqsud Ahmed (RN 40021/I, Sindh-Rural), Muhammad Ilyas (RN 40065/P, NWFP), Jibran Faisal Kundi (40017/I, NWFP), Akram Khan (RN 40010/I, NWFP), Mehboob Hussain (RN 40003/G, Northern Areas), Akhtisar Ali (RN 40009/I, Fata), Muhammad Raza Khan (RN 40047/K, Fata), Sayyad Ali (RN 40035/I, AJK).

Muhammad Akram was hired on the recommendation of former director final selection under case No.4-150/2007-R (18/2007) last Feb

Del Potro upsets Fed to win US Open


Juan Martin del Potro brought Roger Federer's five-year dominance at the US Open to an end to win a grand slam in his first final.


An Argentinian, David Nalbandian, was the last person to beat Federer in New York in the 2003 fourth round - and it was another who broke his subsequent 40-match winning streak.

Guillermo Vilas in 1977, is the only other of del Potro's countrymen to have won the US Open.

The 20-year-old sixth seed, beaten six times in previous meetings by Federer, denied the world number one a third grand slam of the year with a 3-6 7-6 (7/5) 4-6 7-6 (7/4) 6-2 victory at Arthur Ashe Stadium as the US Open stretched into a 15th day because of heavy rain that all but washed out play on Friday and much of Saturday.

The victory in four hours and six minutes saw Federer prevented from becoming the first man since American Bill Tilden in the 1920s to win the tournament six times in a row, and it was his serve that proved his major failing.

Federer could only manage a 54% first service rate and delivered 11 double-faults as del Potro clocked up 37 forehand winners, while the five-time champion converted only five of 22 break-points.

It also completed a grand slam season in which Federer, 28, had begun the year in tears as he lost the Australian Open final to Rafael Nadal but then won a first French Open title and broke Pete Sampras' record of all-time grand slam wins at Wimbledon with his 15th career title.

Both men had played wonderfully to win their semi-finals on Sunday, the champion defeating Novak Djokovic and del Potro demolishing Nadal. But this was 20-year-old del Potro's first grand slam final.

Any nerves the Argentinian might have had were not calmed by Federer's aggressive start to the match, breaking del Potro in his first service game and looking imperious at 3-0 up.

At 5-2, del Potro saved triple set-point on the way to a gutsy hold, provoking chants of 'Ole! Ole! Ole!' from his fans. Those were soon quietened, though, as Federer served himself into a one-set lead with an ace.

Federer remained on top at the start of the second as del Potro handed him his first break of serve with a double-fault before the Argentinian broke back to 5-5 with a wonderful forehand pass down the line - and then took the tie-break to level the match with a powerful forehand winner.

The third set was nip and tuck, del Potro breaking to 4-3 only for Federer to break back in the next game. Federer then went 5-4 up but was annoyed when del Potro was allowed to challenge after a long wait. The challenge failed, but Federer complained to chair umpire Jake Garner that the Argentinian had exceeded the time allowed to make the challenge.

"Don't you have any rules for this?" Federer asked Garner, whose response took the tension up a notch when he told the player to be quiet.

Federer was incensed and used expletives after saying to Garner: "Don't tell me to be quiet. If I want to speak I'll speak."

The anger was soon turned towards the del Potro serve, and the sixth seed double-faulted to give a set-point up to the Swiss.

To del Potro's dismay, he served another double-fault to gift the champion the set - and the Argentinian returned to his chair at the break and placed his head in his hands.

Federer served out the set, but del Potro rebounded from his setback by making the first break in the fourth set to go 3-2 up.

The Argentinian was beginning to enjoy himself, holding serve during a game in which he won a long rally with a forehand down the line and then 'high-fived' spectators along the side of the court.

Federer, by contrast, was all business - holding serve and then forcing a break point before del Potro netted one of his booming forehands and conceded his lead at 4-4.

A forceful hold of serve took Federer to the brink of victory, and del Potro did not start his service game in confident mood - falling behind 15-30 before producing a 128mph service winner and then a 131mph ace, holding serve with a rocket of a forehand winner down the line.

Federer looked to have responded in kind, opening with an ace and racing to 40-0 before saving two two break-points and recovering to win with an ace.

The set went to a tie-break, del Potro earning a mini-break at the start and taking the set when Federer sent a forehand return wide.

It was the first time Federer had been sent into a fifth set in a US Open final - and the decider did not start well for the champion, broken in the second game and falling 3-0 behind.

Del Potro moved to 5-2 by serving to love, clubbing another forehand winner off a backhand service return for the winning point.

Federer went 0-30 in the next game, and a wild backhand gave del Potro two championship points.

A nervous rally ended with the sixth seed scooping a forehand wide, and he netted a forehand return to deuce as Federer screamed 'Come on'. A much better forehand saved a game point for a second deuce, but Federer double-faulted again to bring up a third match point.

This time del Potro had his moment, Federer stretching in vain to send a backhand long as the 20-year-old fell to the ground to absorb the enormity of his victory.

Article-6 implicates not a single person: PM

ISLAMABAD: Prime Minister Syed Yousuf Raza Gilani Wednesday said that economic stability is impossible without political stability.

Addressing the journalists at Iftar-dinner hosted in the honor of journalists at PM House here, the PM said that only one person cannot be held responsible under Article-6 of the constitution, as the people who get involved in the implementation on any unconstitutional step, are equally culpable and responsible.

Commenting on statement on former President Gen (rtd) Pervez Musharraf attributed to President Asif Ali Zardari, the PM said the explanation has been given by the Presidential House, adding the government does not believe in deal.

It is only the parliament that can decide on the issue relating the trial of Musharraf, he said adding president can waive anyone’s sentence; hence if anything is decided in connection with Musharraf’s trial, President can quash that as well.

The government has constituted a committee to purge the constitution of all contradictory clauses and started to take the parliament in confidence on all issues, he observed.

The government in a bid to protect minority rights, has apportioned for them five percent quota in government jobs, he said.

The decision of cabinet would final on rental power plants, he maintained.

Country cannot afford the mid-term poll, he said.

The issue of Balochistan would be raised in the joint session of the parliament, the PM said adding if parliament wants, it can gives go-ahead for investigations into the killing of Zulfiqar Ali Bhutto.

He said, ‘You know who from the previous set up are sitting with the government.’

If Pakistan Muslim League (PML-N) announces to observe October 12 as Black Day, then Pakistan People’s Party (PPP)-led government would stand by.

The decision of Gilgit-Baltistan would not negatively affect the issue of Kashmir, he said adding Economic Coordination Committee (ECC) has approved the construction of Bhasha Dam.

Commenting on the US drone attacks, the PM said he condemns them and deems them as violation of Pakistani sovereignty, adding Pakistan wants to be given drone technology, so that it may take along the anti-terror operation successfully.
