LAHORE: Terrorists attacked three buildings across Lahore, leaving at least 10 people dead and at least 10 have been injured, officials told DawnNews.

A group of terrorists attacked the Manawan Police Academy, a building of the Federal Investigation Agency and the Elite Police training institute on Bedian road almost simultaneously.

‘Different group of attackers have attacked and tried to enter two police training centres in Lahore. We now have three near-simultaneous attacks against police facilities,’ Lahore police official Kamran Ahmad told AFP.

Another police official, Mohammad Yasin, said that four to five men had tried to storm the office of the FIA.

‘Initial reports say two of them were shot dead,’ he said.

‘However two or three managed to enter in the building where FIA and other employees were working,’ Yasin said, adding it was unclear if they had taken people hostage.

Police officials told DawnNews that the attack on the FIA building killed seven people, four of whom were government employees while one police soldier was also killed. The operation has now been called off and security officials are clearing out the building.

At the Manawan Police Academy, at least ten terrorists are still inside the building and an exchange of fire with security is still going on. Two people have been killed at the Academy, while seven people are injured.

Terrorists also attacked the Elite Police Institute in Bedian, where at least seven people are critically injured, while the security forces are still engaged in an exchange of fire with the terrorists.

PESHAWAR: At least ten people have been killed and several injured in a suicide attack at CIA investigation cell of CIA police station in cantonment area of Peshawar.

According to Geo News correspondent Saiful Islami Saifi, a personnel present at the gate told that a person riding on a motorbike with a woman reached at the gate of the police station. When security official tried to stop the burqa clad woman, she detonated herself. Exchange of fire also took place between security personnel and motorbiker. So far, ten people have been killed in the blast, unconfirmed reports said.

The blast severely damaged the building of the police station and destroyed several vehicles. The injured including many prisoners have been rushed to hospital.

KARACHI: Government has decided to reopen all the universities in Sindh from tomorrow.

It has been decided today in a meeting of the vice-chancellors of universities with Governor Sindh Ishrat-ul-Ibad in chair.

It may be recalled that all the countrywide educational institutions had been closed till coming Sunday after the suicide blasts in International Islamic University Islamabad (IIUI) previous day.

However, in a meeting of the vice-chancellors of universities presided by Governor Sindh today, it has been decided to reopen all the universities in Sindh.

Meanwhile, law-enforcement officials also attended the meeting, which aimed to decide a uniform security policy for the educational institutions.

"I'm obviously encouraged by the Pakistani operations. I think that the terrorist attacks that have been launched inside Pakistan in recent days made clear the need to begin to deal with this problem," he said.
"And so we obviously are very supporting of what the Pakistanis are doing. But it's very early yet."
The fighting is a new test of the Pakistani government's determination to tackle an increasingly brazen insurgency that has seen a string of attacks in different parts of the country, including an assault on army headquarters.

As President Obama and his war cabinet deliberate a new strategy for the war in Afghanistan, Americans are evenly and deeply divided over whether he should send 40,000 more troops there, and public approval of the president's handling of the situation has tumbled, according to a new Washington Post-ABC News poll.
Gen. Stanley A. McChrystal, the top U.S. commander in Afghanistan, has recommended the substantial increase in troop strength, and 47 percent of those polled favor the buildup, while 49 percent oppose it. Most on both sides hold their views "strongly." The survey also found that a large majority of Americans say the administration lacks a clear plan for dealing with the problems in Afghanistan.
The troop decision is one of the most complex and fateful strategic security choices of Obama's presidency. It also carries great political risk, whichever way he goes.
Ordering more U.S. forces to Afghanistan could open a rift with Obama's fellow Democrats, most of whom call the battle "not worth fighting" and adamantly oppose the idea. But the Republicans polled take diametrically opposed views on the war, and a decision not to accept the commander's recommendation probably would heighten their opposition to the president.
Adding to Obama's political predicament is that few support winnowing the mission in Afghanistan to a targeted focus on anti-U.S. elements, a position supported by some in the administration. Such a move could lessen the need for additional troops.
A day after Afghan President Hamid Karzai agreed to a runoff election -- following an investigation by an international panel that found pervasive irregularities in the first round of voting -- the poll showed that two-thirds of the U.S. public also considers the election deeply flawed, with evidence of widespread fraud. That negative appraisal was generally consistent across party and ideological lines.
Obama has conducted a weeks-long review of his Afghanistan strategy, after implementing a new course in the spring that included sending more troops to battle al-Qaeda and Taliban forces. ISLAMABAD/LAHORE: The provincial governments on Tuesday ordered the closure of government and private educational institutions across the country following an attack on the International Islamic University Islamabad (IIUI) in which six people, including three female students, were killed and 29 others injured.

The Sindh Education Department announced the closure of all government and private schools in the province until October 25 (Sunday), adding universities would remain closed on October 21 (Wednesday) only. The NWFP and Balochistan governments have also announced the closure of all education institutions until Sunday. Educational institutions in the federal capital had already been shut down until October 25.

Unwanted break: In Punjab, a private TV channel reported all government and private education institutions would remain closed until further orders. Punjab Law Minister Rana Sanaullah told the channel all education institutions would reopen once the security situation improved.

The decision to shut down schools and colleges nationwide was prompted by the twin suicide bombings at the IIUI on Tuesday. The first blast targeted the cafeteria adjacent to a girls’ hostel around 2:10pm, while the second one targeted the Sharia and Law Department building.

Rawalpindi Deputy Commissioner Aamir Ali Ahmad told Daily Times a general notice of caution had earlier been issued to the university administration in light of the security situation.

Condemning the blasts, the US embassy in Islamabad said the “vicious attack ... reveals yet again the cruel and inhuman nature of the terrorists operating against Pakistan and its people”, AFP reported. In separate statements, President Asif Ali Zardari and Prime Minister Yousaf Raza Gilani also condemned the blast and expressed their grief over the death of students, APP reported. staff report/daily times monitor

ISLAMABAD: Federal Interior Minister A Rehman Malik has strongly condemned the suicide attack at International Islamic University Islamabad and said that all roads of the suicide attacks lead to South Waziristan and North Waziristan where the operation is underway.

Talking to media on the occasion of his visit to PIMS to inquire after those injured in the IIUI suicide attacks, Malik said Pakistan is in state of war and militants are the enemy of Islam and Pakistan and such elements are maligning Islam and Pakistan by carrying out such attacks.

The interior minister appealed to the entire nation to cooperate with the government, keep eye on their surroundings and share information with the authorities concerned if they found or observed something unusual.

While expressing his satisfaction over the security arrangements in Islamabad, Rehman Malik ordered enhancement of zonal security. He said those who used to target girls schools in Swat have now started targeting universities in Islamabad due to frustration.

He said he had also summoned a meeting of the heads of the all schools and colleges and vice chancellors of universities today (Wednesday) to review and discuss the security situation.

He also warned foreign clerics and prayer leaders to leave mosques and madrasas. He said there were a few Afghans serving as prayer leaders. "I ask them to quit immediately," he said, adding illegal weapons were recovered during a raid on a seminary.

He also stressed the need of community policing to avoid such incidents in future.

He said he was going to announce a comprehensive security plane today (Wednesday).

Rehman Malik appealed to the nation to unite at this critical stage when the country is in state of war. "Our army is fighting against these elements and we would not allow any one to destabilise the country," he maintained.

To a question, he said that security in Islamabad is very much alert and this incident occurred in the outskirts of the city. He appealed to the people to remain vigilant and inform police about suspicious elements around them.

Talking to journalists later, President International Islamic University Islamabad (IIUI) Anwar Hussain Siddiqui said that security guard at the cafeteria intercepted the suicide bomber at the entrance. The university guards were performing their security duties, he said, adding that no one was being allowed to enter the university premises without showing ID cards.

He said that the university area spread over 700 acres and it was being planned to construct the boundary wall and erect fences around it.

LAHORE: Punjab Senior Minister Raja Riaz Ahmad has said that a mega project had been launched for the development and rehabilitation of Punjab Irrigation system, adding that a sum of Rs 1.5 billion is being spent on the lining of the distributaries.

He stated this while inaugurating development work in his constituency. Raja Riaz Ahmad said that Punjab government is paying special attention to develop the irrigation system on modern scientific lines for the progress of agriculture sector.

He said steps are being taken for safeguarding the available irrigation water and its fair distribution to the farmers.

Senior Minister said that all water distributaries would be cemented for provision of irrigation water to the farmers located at the tail end.

He asked the farmers to keep a vigilant eye on the canal water stealers and supervise the process of canal development projects for quality assured completion of work.

[CENTER][U][SIZE=3] [B]Rs 14.4bn fraud in Pakistan Railways accounts: AGP report[/B][/SIZE][/U] [/CENTER]

ISLAMABAD: The Auditor General of Pakistan (AGP) has pointed out irregularities worth Rs.14.418 billion in the account of Pakistan Railways (PR) during the financial year 2008-09.

The AGP pointed out these irregularities in an audit report for the financial year 2007-08. The report revealed that the total expenditure of PR during 2007-08 was Rs 43.687 billion against earnings Rs 19.972 billion.

A recoverable sum of Rs 3.482 billion was also pointed out in the report. The report further revealed that recoveries of Rs 702,705 million were made during 2008-09.

The report said the non-recovery of rental charges worth Rs 2.189 billion were outstanding on account of railway land being leased out.

Retrieve: The report said further, “The Pakistan Railways cannot retrieve a piece of land worth Rs 5,110 million from the Capital Development Authority (CDA).”

Occupy: The report said that the Water and Power Development Authority (WAPDA) has occupied 87,288 square feet the railway land in Larkana by erecting electric poles. The rental charges, amounting to Rs 78.559 million, have yet to be recovered.

“The NWFP government has acquired a piece of land in Bannu for establishing a university, but the Pakistan Railways has not retrieved the released material, resulting in a Rs 2.800 million loss,” the report revealed.

The audit report exposes that the PR sustained a loss of Rs 155.324 million due to excessive consumption of fuel by its locomotives.

“Labour of signal shops Lahore cannot be utilised due to shortage of material rendering expenditure of Rs 109.500 million incurred on their wages as wasteful,” the report points out.

ISLAMABAD: At least two army soldiers have embraced martyrdom and one sustained bullet-inflicted wounds as two unknown armed miscreants, riding motorcycle, opened fire on an army jeep, which was on its way in G-11 Sector in Islamabad, rescue sources said early on Thursday morning.

Eyewitnesses said unknown miscreants, aged between 22 to 25 years, succeeded to flee after carrying out deadly ambush on an army jeep.

According to SHO police Inayat, one among dead army men was Brigadier Moin, meanwhile, police have launched search operation in order to locate fleeing militants.

Police said their parties have cordoned off the entire area but no official version over the incident has come to surface as yet.

All the police checkposts, located nearby, have been put on high alert, meanwhile, the investigation into the incident has commenced, sources said.

It is pertinent to mention that G-11 Sector is the residential area of top army officials in Islamabad while pillion riding is also already banned in federal capital.

ISLAMABAD: A suicide bomber killed at least seven people and injured 12 others outside an aeronautical complex in Pakistan on Friday, police said.

‘There was a suicide attack and at least seven people have been killed,’ said the DPO. ‘Two security officials are among those killed in the attack,’ he added.

The attack happened near Kamra cantt, northwest of Islamabad, DawnNews reports.

Taliban militants have stepped up attacks on urban targets as the military continues a major offensive against the insurgents in their strongholds in South Waziristan near the Afghan border.

Analysts have warned of the possibility of more urban attacks as the militants are squeezed out of their strongholds, with the Taliban hoping bloodshed and disruption will cause the government and ordinary people to lose their appetite for the offensive, Reuters reports.

PESHAWAR: An explosion occurred in Hyatabad area of Peshawar. According to initial reports, several persons sustained injuries in the blast and causalities feared.

Sources said the explosion happened in a car parked outside a restaurant in Phase 2 of Hyatabad. Gunshots were also heard after the blast. Police officials and rescue workers reached at blast site and shifted the injured to hospital. Police have cordoned off the area.

PESHAWAR: More then 10 people have been killed and over 40 injured in a blast occurred in Meena Bazar in Peshawar on Wednesday.

According to reports, the fire has been erupted in nearby shops after the blast as fire tenders are trying to douse the fire. The injured have been shifted to Lady Reading Hospital and other hospitals where emergency has been announced. The children and women are also among the wounded. Some of the injured reported in a critical condition. The administration of Lady Reading Hospital has appealed for blood donation.

Meanwhile, a building has been collapsed during rescue operation. Police have cordoned off the area as rescue operation is on the blast site.

The injured have been shifted to Lady Reading Hospital and other hospitals where emergency has been announced. The children and women are also among the wounded. Some of the injured reported in a critical condition. The administration of Lady Reading Hospital has appealed for blood donation. The blast shattered windowpanes of nearby buildings and created panic among the people.

Meanwhile, a building has been collapsed during rescue operation. Police have cordoned off the area as rescue operation is on the blast site.

PESHAWAR: Up to 20 people, mostly women, were killed by a bomb that ripped through a busy market on Wednesday in Peshawar, a doctor said.

‘Bodies are being brought in and we have 15 to 20 dead, including 12 women,’ doctor Sahib Gul told Reuters.

‘It was a bomb blast. We don't know exactly about casualties, we're busy with the rescue operation,’ city policeman Akhtar Munir said by telephone.

The bomb went off in the busy Peepal Mandi market street in Peshawar’s old city, he said.

Fire had engulfed the shops in the area and witnesses said at least 15 shops, including godowns, were on fire.

A cloud of smoke could be seen hovering above the site of the blast and the fire was spreading rapidly.

RAWALPINDI: The death tally in Rawalpindi suicide blast has mounted to 22 including a women and as many others were injured, which took place near Shalimar Hotel behind Pearl Continental (PC) Hotel located on a Mall Road in Cantonment Area, on Monday morning, Geo news correspondent Zarghoon Shah quoted police sources as saying.

People, busy in banks and in offices of travel agencies located close to blast site, mostly fell victim to blast whose dead bodies have been shifted to District Headquarter (DHQ) Hospital, sources said.

According to police sources, a suicide bomber riding motorcycle blew himself up near banks and travel agencies’ offices to cause collateral damage; meanwhile, emergency has been declared in all hospitals as some among 23 wounded people were said to be critical in condition including an army major.

Hospital sources confirmed as many as 22 people have lost their lives while 23 others were wounded, some even critical in condition among them, have been admitted to 16 different hospitals.

According to preliminary information, a loud explosion, could be audible up to far and wide places, occurred at 10:40 am to target law enforcement agencies’ officials meanwhile, security forces’ officials had cordoned off the entire blast site.

It may be mentioned; the GHQ is located 500 yards away from blast site, which is a commercial area.

The intensity of blast also damaged vehicles parked far from explosion place, witnesses said.
