Global War on Terror & its implications over Pakistan

In the back drop of history

DURING the era of late 70s, Pakistan was appeared to be a rising iconic figure in the sphere of economic development & the most prosperous nation in near future. All the same, countries like Korea & Malaysia were quite inspired at rapid development of its industrial & agricultural sector & visited the country to learn about. However, on that time Moscow-Kabul diplomatic relations were on the brink of vulnerability & Pakistan had just gripped its foreign policy after getting a deep set back of separation of its East part. Suddenly a wave containing a message "of save Afghanistan for the revival of Islam" came around the domain of Muslim-countries like Saudi Arabia, Pakistan, Egypt & a significant part of central Asia, here it seemed a golden opportunity for the Western part of the world to establish a Uni-pollar world by fading the influence of the hard powered Soviet Union. For the United States of America, a staunch ally was needed to work for its mission to step-down Soviet troops. Instead of not supporting Pakistan in the war of 1971-72, it is difficult to understand why did Pakistan become such ally? Why did not the ruling government pay its whole concentration over its development? Was it necessary to involve in proxy war rather than to focus on its own stability? Why did not policy makers planned for foreseeable future to face the grave ramifications? If the think tank of Pakistan thought about the above mentioned questions, it would have not looked forward to do so. It is crystal clear, Afghanistan had been considered in the Russian bloc for ages; Soviet Union realized its interests were being underestimated in that part of its sphere; they invaded & dethrone the ruling government of that time; established a puppet government for securing its interests as secured in the past. A common way forward was designed to collect the Muslim-world at the same platform to lose the reins of Russian puppet government from Kabul; It was first time when "to kill two birds with one stone" methodology was used to achieve the goals. In first one, Soviet Union withdrew from Afghanistan & in second a monolithic approach was mixed in the hearts & minds of people regarding the real message & meaning of Islam; Pakistan was funded & equipped to grasp the nettles; medressahs were established with intended literatures & magazines to motivate the people to fight against the mighty Russian hard power; after a decade, all allies including U.S.A got success to crush out the Soviet-invaders- it was a time to work for reconstruction & stability of both Pakistan-Afghanistan; instead of doing so, U.S.A &U.N.O shifted out its aid projects & embassies from Afghanistan & left the region into abyss of darkness. Lack of funds, collaboration, & development projects, brought the wave of fanaticism & extremism in the region; students (Talibans) of such institutions, were motivated to win a proxy war, with a great ray of encouragement, while stepping down their erstwhile foe; they carried out their mission to expand dogmas & rituals which are unconcerned with Islamic spirit at all, because what they preached was not according to pluralistic vision of Islam. Eventually whole burden came over the shoulders of Pakistan including a great number of Afghani influxes in the tribal belt of Pakistan during the era of Soviet-Afghan war, which can be around 3.5 million refugees, & today they might be around 10 to 20 million. Although, some foreigners from KSA, Egypt, Central Asia, & Other parts of the world settled themselves right there. This process of taking refuge & establishing a number of Medressahs, where subjects like Physics, Chemistry, Biology, Humanism, & real pattern of Islamic education was remain unfeasible; besides, the pattern of such education & training collapse their creativity & exuded a monolithic mentality.
After the math of 11th September, 2001
On 11th September, 2001: when whole streets of the New York City were going to get busy as usual, people were appeared to bustle around their plans, children were about to sing the songs of love & happiness; suddenly two Hi-jacked planes hit the Twin-Towers, situated in the business capital of U.S.A & whole world seemed under a great depression of that apocalyptic event; another attack of same nature was also made in pentagon G.H.Q; due to great engineering works it survived the ruin. But question arises here whether a student belongs to such institution where modern science is prohibited to learn, whether he/she can be able to takeoff the plane? It's is a mystery which is difficult to understand for people at large. But it is appeared that those who plot & attacked over the global assets were from elite Arabic family, got whole their education in western pattern of learning, had been living there for ages. It felt amazing that how apostles of soft power converted into un-traditional pose. Nevertheless, it was a challenging task for the Bush Administration to dig out the culprits along with roots; after a critical probe into; Osama bin Ladin was taken as responsible for the chaos & mayhem by the noble CIA & its counterparts. In the wake of above consolidated investigation, the US demanded to expedite Osma Bin Ladin & his company from the ruling government of Taliban; Kabul vehemently denied proceeding in this regard, & it is considered as a serious blunder because the refusal was portraying the message of certain war. Mean while, it was a beginning of GWOT( Global War On Terror).
IMPLICATIONS OVER PAKISTAN
AFTER math of 9/11, Pakistan was urged to become a staunch ally in the war against the ruling Taliban government in Afghanistan & the American neo conservatives had no any viable option that works except it. All the same, Pakistan was once again seemed in a catch-22 situation because on the one hand, Indian troops were getting ready to wage a war of attrition, on the other hand an international pressure was being imposed over us to be a major part of the coalition forces with Western part of the world. The dilemma seemed unsolved for the existing Chief Executive of Pakistan; at last, the option of joining Washington led war reckoned as better than others instead of by passing it. There could be various ways to work for protecting global peace; main thing is that we have still not learnt from our regional counterparts to face the music. Despite of not being in American-NATO led war; India is supposed to get the status of NSG. No doubt, Washington-Tehran relations have been on the surface of acrimony for three decades but Iranis survive each & every international sanction either imposed by U.N.O or EU. Now days, Tehran is being urged to attend a conference about the Afghan stability on 31st March in Hague by the US foreign secretary Hillary Rodham Clinton. US-invasion in Afghanistan might pose a threat to it; china is still not taking those precautions, which were being expected from it by some critics, it means US is not supposed to be a threat for it & it's rather busy to extending trade with the U.S.A by reflecting the message of strong relationships with each other, which is a great sign of global economic growth & development. While going in deep of the story, it can be learnt that: "NO any Asian giant state wants to make interception in the process of its socio-economic development. The question arises here why did not Pakistani think tank learn about its past mistakes? The circumstances which have been confronting by Pakistan since 9/11 were appeared to be a foregone conclusion. Besides, Pakistan is pervasively becoming a stage of battle field, getting financial aids from the western countries is a good gesture but the circumstance are entirely different than Soviet-Afghan war, & the foreign aid which has been given for getting in the war is not sufficient to greater extent because we have lost invaluable things, are being laid down as below.
Operation in the tribal belt & its effect on other parts of Pakistan.
Helping others is a moral obligation, but taking nefarious designs against a man who helps you in the difficult situation is a sign of a great deception .During the period of Soviet-Afghan War about 3.5 million Afghani Refugees got asylum in the FATA now they might be in millions to consume the resources of poverty stricken country. Their influx was at significant level along with different way of thinking, behaving, working & meeting with real people of Pakistan that might be harmful to our custom, culture, & tradition which has been celebrated for a thousand of years. Moreover, thousand of foreigners got married from that area to get the status of residence right there with an aim to carry on their erstwhile mission. Waging war against them, American-NATO forces indicated that a great interruption was being made from Pakistani administrated tribal area in the pro-insurgency, aiming to bring them about a complete fiasco. Having got positive response from Islamabad, Bush administration seemed unsatisfied over it & asked for permission to get in the area to prolong their operation from Afghanistan to some parts of FATA but were out rightly denied; the covert drone attacks were made over it instead of respecting its sovereignty, the government of Pakistan denounced immediately by addressing that such treads may pose a threat to Pakistan's internal dynamics. Besides, these attacks were seemed unstopped. How it's quite vague to understand that instead of espousing our bid, we were posed at grave menace in the shape of unrest among the people of FATA.Eventually in the wake of such- covert- overt attacks- operation-the people of that part ambled down major cities of Pakistan- some of them were drifting over to get refuge- others like central Asian militants who settled themselves right there are taking the advantage of the current situation to destabilize the country – lots of suicide attacks have been made by the crusaders, in various parts of the state on several different occasions to put it at the high level of tenterhooks since GWOT(Global War On Terror) has been joined-people who were certainly reckoned as a precious asset of the nation were also targeted in those attacks & missed out forever. According to a general survey, pessimism is growing among the people at break neck speed due to dearth of food, dress, and dwelling places. If some part of foreign AID was invested in the reform of remote areas of Pakistan rather than making onslaught on them, the mounting threat could have been on descent level. Now, Pakistan is in a state of war as the President of Pakistan had addressed couple of months ago to ferret out a quick fix solution. Some of catastrophic events took place which can not only be said implications but ramifications are being stated as below.
1) LOSS OF DIPLOMATIC RELATIONS WITH REGIONAL COUNTERPARTS.
While going through the chapter of GWOT, Pakistan had to make a joint conference with its regional friends to build a strong foundation of diplomatic ties with one another. Loose belts of foreign policy was put over the motor of 2001 model, was expected to reflect in grave menace in 2009, as we are confronting to. Certainly, we are considered as a sovereign state up till now but the inane diplomatic moves that were taken in the Musharraf's regime can not be unforgettable. Amongst the regional counterparts, such as: China & others should have been taken into confidence before proceed further in this way, for the sake of cement binding relations to get sympathies of them like US. No doubt that it is a sovereign state in this corner but a common way forward was necessary to make a contingency policy in the future to avoid something unpleasant. During the days of Musharraf administration the packing-Islamabad relations were not at intended level. However, Western-Chinese diplomatic ties were getting on the spike by all aspects. Now we should focus on multi dimensional diplomatic moves to get our lost ranking once again.

COLLAPSE OF EDUCATION SYSTEM IN MALAKAND DIVISION.
Having glimpse over the whole scenario of the GWOT (Global War on Terror), it might be outlined that Pakistan is the nation who has lost & sacrificed its soldiers from officer rank to rank-& file ones, people at large from every part of the soil in numerous suicide attacks, Hotels & other specific institutions have been flown away. Besides, in Malakand Division about two-hundred schools were burnt out by the local group of Fazullulah, who is a leader of Tehrik-i-Taliban in Pakistan by threatening that what ever had been done, is response to the operation which was kept up in the tribal belt of Pakistan; women were emphasized to stay home rather than to go schools, colleges,& universities. No matter that elite forces had dislodge the position of culprits to regain the situation, but who compensates the damage that can not be recovered so early, children are scared of going to school; the question arises here how long those scary events would be in the minds of innocent ones. Is there any aid by which one can restore their self-confidence & self actualization? Is there any strategy for the people of Sawat District to get back its highest literacy ratio in the region as before? For a situation analyst it is a medium to interpret that it's not only a collapse of Swat education system but a caveat to be careful in the future.

TOURISM IN PAKISTAN HAS BECOME A DREAM

No doubt about it that in developed countries like Malaysia, France, UK, & U.S.A are bustling around building mega structures of hotels by implementing highly sophisticated system inside their lobbies, restaurants, swimming pools, lounge, & rooms, for lavish accommodation while welcoming the tourists to boost up their tourism by taking the advantage of it. However, one may compile that it's a pavement to introduce you at global level to make the world aware of your country & its existence by all aspects. On the contrary, a Suicide bombing attack in the wake of waging proxy war on Marriot Hotel appeared as an apocalyptic event not only for Pakistan but whole world that put all & sundry at the tenterhooks. In response to certain catastrophe, the government of Pakistan played a laudable role by winning the hearts & minds of nation by setting a great epitome of patience. Moreover, our profit earning institutions suffered a great loss; the flights were cancelled to fly in, and foreign tourists cancelled their program to visit Pakistan, precious business deals programmes were postponed. The devastation of such iconic place in the region wafts the smell of vulnerability of the hotel industry, although countries like U.A.E are focusing on that sector to earn handsome profit. After the math of such event, the idea of visiting Pakistan has become a perception of visitors, nay, during the financial year hotels are unable to cover their operational cost (According to ICMAP, 30 to 40 percent occupancy is required to overcome the problem of operational cost). Here we need an antidote to restore the same spirit of tourism by capturing the attention of the world with modern & innovative ideas but unless the problems of security & uncertainty of law & order may be eradicated, it is a viable option for making breakthrough to get it over the bandwagon of success to some extent; if some bold initiatives are not to be taken then there are some possibilities decode some realities like the hotel industry might get on the brink of bankruptcy. Such state of adversity can be said a medal of fidelity in that campaign.

THE IDEA OF INTERNATIONAL SPORTS HAS BECOME AN IMAGINATION
IT is a country whose achievements in international sports like Hockey, Polo, Squash, & Cricket are unforgettable. It has gripped the title of world championship so many times in the games & got enormous popularity. So many mega events like world cup have been organized within its famous stadiums for the amusement of local & international spectators & rewarded with great attributes on the success of these occasions. After the Marriot blast many countries refused to play cricket in Pakistan, here Colombo urged to play the game to recall the golden moments of cricket between Pakistan & Srilanka; after a wonderful completion of one day series in Pakistan, Srilankan team once again welcomed to play a test series. It was second match of the series & third-day of the match was about to start; some culprits committed the terrorist attack over the Srilankan team's bus, was going from Hotel to Stadium, at liberty circle, perpetrators opened up fire, in which about thirty-minute firing was exchanged between the police & the terrorists; however, the mission of perpetrators was made un-accomplished; it was a great success that everybody amongst the Srilankan team was alright except some major & minor injuries were healed then & there. It is crystal clear the main target was not only Srilankan team but our amusement in the shape sports. After the bellum it's appeared that some foreign hands do not want that Pakistanis take some part in the sphere of sports with an aim to narrow the minds of people; it's said that entertainment like games is good for health, brings sharpness of mind, etc. In other word, one can say attack on Srilankan team supposed to be attack on creativity people's minds.

The Theatre of war may be expanded:
However, the theatre of war is being expanded from Afghanistan to Pakistan pervasively. Having known about the scary words that were used as an advice for centcom commander Gen David Patraeus by David kilcullen that" Pakistan has 173 million people, 100 nuclear weapons, an army bigger than the US Army, and Al-Qaeda head quarter sitting right there in the two thirds of the country the government does not control." This way of talking does not hold fresh water; it’s enough to know what implications might be expected for a country in the wake of invaluable sacrifices. For breaking the vicious circle some recommendations have been made, that might help in trouble shooting to some extent.

Conclusion:
Today we are facing enormous problems & issue such as extremism & terrorism, acrimonious diplomatic relations with some rising global economies, poverty & underdevelopment process, suicide bombing attacks, & a continuous political unrest- that has put the nation over the bandwagon of demoralization. The root cause is not only getting in the proxy war but some oft-repeated mistakes while solving the dilemma at trial times. Waging war against either international or national level is an inalienable right to weed out its roots for securing the safe future of our next generation. All the same, it was amazed to know that Russia had celebrated 'the day of withdrawal from Afghanistan' during the month of February 2009 & declared that at this stage of American led war, the soviet troops were in the process of complete withdrawal from the territory, on the contrary Obama administration is ready to dig it out more deeper. According to Russian critics this decision might get them into grave implications but what ever results may be declared, would effect on Pakistan more than others. For breaking the vicious circle following recommendation might work.
1) We should practice ' humility & restraint' & lead example to revive global Pakistan standing. 2) We should responsibly work hard with social cohesion to forge a hard earn peace within or outside the country. 3) We should be engaged to extend our hands to create our golden image in international community once again. 4) We should reach out world. Wide based on 'mutual interest & mutual respect'.5) Bold & swift actions are required to be taken to revive struggling Pak economy. 6) No doubt foreign Aid brings wealth but a careful oversight is also crucial.7) A multi prong national strategy for the year of 2010 should be formulated in which all segments including external security, internal dynamics, participation in the Global War on Terror along with other key factors which are responsible to put it on the spike of all successful parameters. Conclusively, it would be wisdom to say that if we do not act with extreme caution at this stage of the history then there will no any history left for us.
