CSS quota system

http://epaper.dawn.com/ArticleText.a...0_2009_006_010 THIS is apropos of Sheraz Hussain Waggan’s letters ‘CSS quota system’ (Sept 11), Zahid Iqbal Soomro’s ‘Rationalising CSS exam’ (Sept 21), and Muhammad Khizer Chaudhry’s ‘CSS exams: plea for patience’ (Sept 29). I disagree with the opinion of the former two and strongly agree with that of the latter one. The plea by Mr Waggan and Mr Soomro to relax FPSC rules to allocate the vacant seats of the CSS among the aggregate failures is unjustified. It is true that in the absence of the quota system, it would have been difficult for many candidates of Sindh and Balochistan and the NWFP to get allocated through CSS examinations as the candidates of Punjab are educationally more advanced than those of the three other provinces. The promulgation of quota system in federal services under the 1973 Constitution is, however, the best redress for the educational backwardness in Sindh, Balochistan and the NWFP. Isn’t it enough for the educationally backward provinces that there is a merit-cum quota system? I put a simple question to those demanding the relaxation in the rules: did the aggregate failures of CSS not know the rules before appearing in the CSS examinations? Further, relaxation of FPSC rules regarding allocation of aggregate failures will open Pandora’s box as anybody not allocated in the past may claim allocation. The FPSC carries out merit-based induction and not spoil-based one. Mr Chaudhry is right in saying that the revision of rules to score 50 per cent aggregate marks is applicable to candidates from all provinces without bias. Moreover, the vacant seats are carried over and allocated to the successful candidates of respective provinces. Nobody should be worried about the vacant seats because seats of Sindh will ultimately be filled by the qualified candidates of Sindh and not by those of any other province.
