Barren leadership of a fertile land

Pakistan is a very rich fertile country having plenty of cultivable land, talented people, minerals, deposits, forestry, and rich fishery but its knowledge economy and socio -economic growth are worsening day by day and miseries of the people are increasing tremendously. The issue of law and order, devaluation of currency, growing unemployment, increasing poverty, energy crisis, low per capita income, poor educational and health facilities and imbalance in trade and payments are some most burning issues, which is certainly the outcome of our poor and incapable barren leadership.

Quaid-i-Azam Mohammad Ali Jinnah and Allama Dr. Mohammad Iqbal dreamed to have a separate country for the Muslims community only to see them independent, prosper, qualified and self sufficient in all respect. Deprivation of the Muslim Community from education, employment, and human resource development and income generation remained an issue to be resolved before the two Muslim leaders of the Muslim Community. Therefore, their continuous efforts and fight gave birth to a separate independent country for the Muslims in the form of this great country “Pakistan”. Despite various burning issues of the newly independent country in 1947 like, settlement of the immigrants, lack of job opportunities, poverty, poor industrialization, energy crisis, lack of capital and investment, scarcity of food and lack of educational and health facilities and transportation etc., were the most challenging problems before the leadership, but the true and sincere visionary leadership of Quid-i- Azam, very wisely and boldly took decisions and formulated immediately planning policies to settle the issues appropriately within the shortest possible time. The efforts made and planning policies formulated under his brilliant and charismatic leadership brought a good change within a year, but the sudden death of the Quid -i- Azam in 1948 left a gap of sincere and visionary leadership, which is not yet been filled appropriately till this day.

In almost all the developed and developing countries a sincere, charismatic and visionary leadership have always played a vital role in bringing revolutionary changes through their planning policies, knowledge based economy and have substantially made an exemplary progress within the shortest possible time. China, Malaysia, Iran, Turkey, UAE, South Korea and Saudi Arabia are the most recent examples bringing socio -economic prosperity, stability and development through their knowledge based economy for their people under the gigantic leadership of their countries.

Pakistan also once witnessed a revolutionary change from 1958 to 1968 under the leadership of President Mohammad Ayub Khan. The almost 10 year’s gap of socio -economic and political deterioration from 1948 to 1958 was covered up by him through his appropriate planning policies and visionary and sincere leadership.

His true charismatic leadership certainly brought an industrial and agriculture revolution in the country and provided better employment opportunities and an appropriate educational and health system with an increasing per capita income in the country. The country was rapidly moving towards socio -economic prosperity and stability in a record shortest time period with great achievements. His era has proved that if sincere leadership is provided, the land of Pakistan is very fertile to bring drastic positive revolutionary changes.

But unfortunately after his deposition, the country never got a good sincere and visionary leader and since then the country is under great turmoil and hardships. The talented and highly qualified people of the country have already been kept deprived of even their basic rights and the fertile land of the country is still barren to feed the poor nation. The increasing brain drain, under utilization of the human capital, growing out flow of the capital and the issue of law and orders are such issues, which is certainly the outcome of lacking sincere and honest leadership in the country.

The low literacy level, growing poverty, low per capita income, inflationary spiral, energy crises, the poor law and order situation and unfavorable balance of trade and payments are the outcomes of our weak and unstable trade, investment, monetary, fiscal and industrial policies, which has almost collapsed the socio economic condition of the country. The prices of almost all the daily use house hold items have been increased ten times, while the per capita income of the household has been declined five folds. Increasing Unemployment and open violation of merit in recruitments has pushed the young generation to commit suicides and also to get involved in the terrorist and subversive activities against their own country.

The reason is that today, more than 60% of our young graduates are wandering in streets in search of jobs and are knocking at the doors of the corrupt politicians to buy jobs for their livelihoods and hardly 10% succeed in getting jobs either on cash payment to the corrupt politicians or on the basis of their approaches, political affiliations and nepotism. Thousand such examples can be quoted, where low merit and less qualified people and having bad reputation have been directly appointed on key positions but meritorious, hard workers, honest and highly qualified candidates have been deprived from their due appointments. It is not only the issue of unemployment, low income and inflationary spiral but numerous other issues like the growing corruption, exploitation of the poor’s and lack of justice have further been pushed the country at the verge of collapse, due to lack of sincere and charismatic leadership in the country.

Today most of our country leaders are under qualified and are lacking visionary aptitude either having fake degrees or degrees without knowledge, skill and vision. Leading and ruling the country with fake degrees with out appropriate substantive vision is the height of dishonesty, cheating and deceiving the nation.

Almost most of our parliamentarians and so called leaders, who were assigned quite responsible ministries and positions in the past democratic governments were either having fake degrees or degrees without knowledge and visions, which certainly indicate lack of their visions and poor knowledge to run the country affairs more appropriately and honestly. It is indeed the worse form of leadership which certainly made the country at the verge of collapse in all respect. Because almost all such under qualified and blind MNA’s and MPA’s lacking vision and leadership qualities have not only very brutally looted the country’s wealth but have very openly violated merit at every stage, depriving the poor’s from their genuine rights and by favouring illegally their near and dears every where. All the institutions and ministries under their command and control have totally been destroyed and have been made unstable permanently.

Despite all the corruption made by them, unfortunately, those entire well off MNA’s, Senators and MPA’s having good connections with the decision making high ups are still dreaming to be the leaders of this poor country in future as well.

They have always fully enjoyed their 5 years tenure with all the corruptions and injustices they have done in the past and are still enjoying even the portfolios of leading the country.

Ironically, how do we expect that this country will achieve the objective of knowledge economy, prosperity, socio -economic development, stability and peace and security under the command of such leaders? I doubt that they are not even familiar with the concept of knowledge economy and basic needs of the society. (To Be Continued)

Fertile Pakistan and the Barren Leadership

Ironically, how do we expect that this country will achieve the objective of knowledge economy, prosperity, socio - economic development, stability and peace and security under the command of such fake degree holders and non visionary leaders? They are certainly not even familiar with the concept of knowledge economy, techniques of planning policies, latest trends of socio economic development, importance of science and technology and basic needs of the society.

Fertile Pakistan and barren leadership — II

Today, all the developed and developing countries are emphasizing the importance of science and technology for the growth and stability of knowledge economy for their sustainability and human prosperity.

They are investing higher portion of their GDP in developing research culture in their universities, research centers and educational institutions and are making investment in human resource development. But unfortunately, in our country due to lack of visionary leadership, this factor of production and growth have totally been ignored and all the highly qualified, visionary and experienced technocrats have been almost cornered and neglected and a ban has been imposed on their services and contributions.

Prof. Dr. Attaur Rehman Ex -Chairman of the HEC, Islamabad gave a vision of the knowledge economy through quality education and research and emphasized to invest in human resource development and in the educational institutions. But after his removal from the HEC, Islamabad, the HEC itself was targeted and investment in education, research and Human Resource Development have almost been stopped. In addition, the role of HEC has also been made controversial. No doubt, the HEC might be having flaws and drawbacks but measures can be suggested for rectification and improvements to develop the vision and trends of modern techniques and research.

Elaborating the deficiencies in this important sector of human resource development, deteriorating status of the higher education in the provinces can be quoted to open eyes of the policy makers. Today only in the Khyber Pakhtunkhwa, 17 public sectors and 08 universities at private sector are functioning with almost 20 affiliated campuses and colleges, besides, thousands of such affiliated public sector post graduate and graduate colleges.

Almost in all these public sector colleges four years degree programs have been initiated in numerous new disciplines including Bio and Niño Technologies. If an average 25 disciplines are functioning in each university and as per quality control criteria of the Higher Education Commission Islamabad, if minimum 03 Ph. D’s are required for each discipline, then at least 75 Ph. D’s are required in each university/ post graduate college and such affiliated campuses having only 25 disciplines of studies and same number is required in each post graduate college and university affiliated campuses.

Therefore, based upon the HEC requirements for quality education and developing research culture, a minimum of at least 3500 Ph. D’s for only 25 disciplines are required for the universities of the Khyber Pakhtunkhwa for the public as well as private sectors universities and for their affiliated campuses only. If the same principle is applied in the government colleges as well, then another 3000 Ph. D’s will be required. Actually in the Universities of the Khyber Pakhtunkhwa the existing total number of regular Ph. D’s employees will hardly be 1600 excluding the retired Ph. D’s, while, the actual need of the province is more than 6500 Ph. D’s in different fields and disciplines.

The availability of the highly qualified man power in Baluchistan and Sindh is much worse. Now the question is that how this gap would be bridged and how the culture of research and quality of education would be uplifted in the absence of human resource development? How the knowledge economy would prosper? If we are really sincere in developing the research culture and knowledge based economy as a source of socio -economic development and prosperity, then we will have to focus on our Human Resource Development for the fulfillment of the demand of the Research centers and higher education to compete internationally and to make the country more productive. It would only be possible through sincere highly qualified visionary leaders to pave ways for knowledge based sustainable economy, otherwise, the people of this country will always suffer in the hands of barren leadership.

Today, the deficiencies and hardships are certainly because of the lack of visionary leadership, on the basis of having fake degrees without knowledge and vision. That ban has been imposed on the reemployment of the highly qualified visionary scholars in the universities. It is certainly leading towards shutting down the doors of knowledge economy and blocking the culture of research and innovations in the country.

Despite the fact, that we have spent million of dollars in the past on the improvement of the research and teaching capabilities of these scholars and also knowing the fact that in the developed countries, the universities professors, scientists and researchers never retire.

Today, on account of the already shortage of funding, neither the universities in Khyber Pakhtunkhwa nor in Sindh and Baluchistan are in positions to bridge the existing gap of human resources development nor foreign qualified Ph. D’s can be hired from countries like, U.K, USA, Canada etc., to coup with the demands of our higher education and research institutions.

Today, in countries like U.K, USA, Canada at least 10 million is the minimum cost on producing one Ph. D. The number of Ph. D’s in the disciplines like, Computer, Communication, Software, Mechanical, Civil, Electrical engineering, Niño, bio and Space Technologies, Medical field, Geology, Mathematics, Physics, Economics, English, Management Sciences, Accounting, Finance etc., are already in great shortage throughout the country. Applying the same sample study of Khyber Pakhtunkhwa on other provinces of the country, thousands of Ph. D’s are still needed in our universities and research institutions for quality education, research promotion and for developing the knowledge economy.

Consequently, all the Provincial Public as well Private Sector Universities and colleges will remain deprived from imparting quality education and from promoting the culture of research and innovation in the provinces/ country and also providing the visionary leadership to the provinces and country, who like Mahathir Mohammad of Malaysia, would wisely plan for the utilization of the available scarce resources and knowledge based economy for sustainable growth and development.

The growing political interference in the educational institutions in the past several decades has already made our educational system and planning policies at the verge of collapse. In addition, lack of qualified talented experienced staff in the universities/ colleges would soon further convert these institutions to merely the degrees printing places, giving degrees without knowledge and visions to the people and leaders of the country.

The decision of the August Supreme Court regarding ban on reemployment has always been misinterpreted by the bureaucrats in terms of research and educational institutions. The research and educational institutions are already suffering on account of growing political interferences and scarcity of highly qualified and talented man power. Therefore, pretending ban on reemployment of the highly qualified scholars, a notification has been issued specifically in the Khyber Pakhtunkhwa and the services of many such productive scholars have immediately been terminated from the universities, is a matter of great concern. Termination of all the productive scholars from the universities and research institutions would certainly adversely affecting the performance and productivity of the educational institutions.

It is indeed hard to understand that if the objective is to achieve the knowledge based economy and to compete internationally on the basis of quality research and education, then, the existing higher gap of human resource development need to be bridged in the country to achieve the desired objective of long term socio -economic development. The only way to support the debilitating economy of the country is the quality research, education and investment in human resource development, which will pave ways for sustainable development. But it is possible only through visionary sincere qualified leadership. But it would only be achievable with the support of fair, honest and visionary and qualified leadership. Therefore, raising the level of the real literacy rate and quality higher education is the only source of enhancing the vision of the barren leaders to bring the real long term revolutionary socio economic change in this very fertile Pakistan.

Leaders: An inspiration to people

Can we be once like him to proudly say we are a nation and enjoy real freedom by way of one of the main components on which the very life perception is based on and to face all the challenges as well as the odds with the same vigour that can be expected from any civilized nation or its leadership, to be existing on its own for the progress and prosperity of the country?

Nay! we cannot and how will it be possible for us to say like him or to think like him when we are not a nation and divided along political, religious and ethnic lines to the extent that the very perception of life has changed for us and what we have is not our own in the sense that our survival is based on others.

Yes of course we cannot be like him because he was a nation in itself and his inspired thought and earnest utterances were in fact from someone else, with whom we may not be acquainted but I can easily guess that he must be a man like Mahmoud Ahmadinejad. And that his feelings were not barrowed but native. He thought himself an Iranian and a representative of his nation, therefore, he must be the one like Ahmadinejad, who may be devoted and true to its existence. He must be the one, who knows the philosophy behind leadership. He must be the one who is aware of the fact that his leaders would elevate him to the cherished position.

Unsurprisingly, leadership was a source of inspiration for him and his people and he knew that they make leaders and leadership make them. He was well aware of the fact that it is a matter of turns and one reflects the other. The leadership expects its people what it wish and the people express what they expect from their leaders would say or do. The people, in fact, retain what they cherish consciously or unconsciously with or without knowing the fact that it would become a part of their life and make their opinions somehow one way or the other in future.

I was unaware of this fact at that time; however, my brief interaction with the young man was like him a source of inspiration for me and it gave me deep insight into the notion of leadership. And although I was not aware as to how our leaders influence our lives to such an extent that we blindly follow them and believe them despite knowing the fact that what be fallen on us when their deeds or sayings would have become a permanent feature of our lives and existence. And whether their acts have elevated our collective morale or these have ditched us deep down the track of miseries.

Anyhow it was after this brief interaction with the young man that I came to know about the philosophy behind Leadership. And it was his seven words utterance that gave me insight into the subject and my brief interaction with him proved to be a milestone in altering my concept about leadership versus nation, both inevitable elements to forge unity or cause disruptions.

It was at the blistering time, when there were widespread speculations that the United States and Israel are reportedly planning to attack Iran to destroy its ambitious nuclear program. At that time Iran insisted the pursuit of peaceful nuclear technology as its absolute right, which prompted the US Secretary of State Condoleezza Rice to demand strong steps by the UN against Iran. There were also reports that the US is planning tactical nuclear strike against the Iranian underground nuclear sites.

By that very time in 2006, I was in Iran on visit visa amid this fear of attack and uncertainty of the situation. The atmosphere was full of fear and from the threats of America and Israel there seemed that it was a matter of days now that the attack will take place. I was so aggrieved by this situation of uncertainty and attack that I could not help control myself to ask the young looking man at a bus stop in Kashan-is the United States and Israel going to attack Iran?

In fact it was a reflex action to ask him such question because I was overwhelmed with grief of war at that time when I was waiting for Tehran bound bus at Kashan Bus Stop and he was also waiting there, may be for some other destination. However, I did not mean to ask him this way as I was not aware at that time of whether I have to be frank enough to ask such a silly question in such a silly way from a non-acquaintance in his own country.
Anyhow I was bold enough to ask him the question by which I did not mean it to aggrieve him at all at that time of morning as he had to afterall spend the whole day, but just to find out about the ground situation behind this hot issue.

Luckily, he showed no anger or surprise on my question and his impression revealed his high determination as I did not notice any puzzled frown appeared on his forehead and he was so generous to reply my question in a dignified manner by replying that “neither America nor Israel can attack Iran”, followed by a dead silence. But his seven words message was enough for me and I could not dare to go into details by dragging the issue.

Although, I could not understand the rationale behind his strong worded message at that time but one thing was sure that there was no fear or uncertainty on the face of this strong nerved young man. And his seven words message was so strong and strengthening for me that I left for Tehran without further recalling the thought of war and I completely forgotten about the topic after that. I no more recollected about the situation of what is happening or would happen, the talk of the war or possible attack was now a dead issue for me.

However, it was after six years of my visit when the earlier flashes of memory pulsated round the clock. And after years of forgetting the issue, the memories of my visit came before my eyes in recent days and the thought of attack I had in my mind at that time somehow made entry into the no entry zone of my mind. My brief interaction with that spirited young man came before my eyes and his forceful words hit me once again with full force. And I got the rationale behind his forceful words. I felt it most strongly that what he uttered were in fact not from him but from a man like Ahmadinejad.

And now I can understand that the words uttered by the young man were not from him but he was in fact talking on behalf of his president because he knew that his president was a symbol of unity for him and that he was representing his country at the same time. That’s why he did not consider himself from any particular group or class, no matter what his political affiliation be, he considered himself an Iranian, a pure Iranian and a part of a whole as well as an individual entity of his entire nation.

His caste and creed was Iran. He loved his country and its people. He was contended with his life in a meager amount of possessions with him because these were afterall his own and did not come from IMF, World Bank or international donors. And above all he had the blessing of peace, the peace that can be felt by one in the absence of fetters of slavery.

Indeed, people behave like their leaders in their acts and deeds and expect them a leading role in the country’s affairs. Leadership is in fact a collective will of a given country or society and its people and a source of inspiration for them. The people are proud of their leaders because they are one of them, they think like them and behave like them. Besides the leadership show no rosy scenarios to its people, which come to nothing at the end.

Shaping political leaders better

In Pakistan, to be a politician one needs to have good bank balance or property spread over large area, some sway and an ilk association with any mainstream political party. Of being kith to a politician gives you distinction and qualifies you ideal for assumption of this important role, self assumingly by this category, to serve the nation.

Here, leadership growth does not take place vertically from grass root level nor anyone declare politics as profession. System in vogue in modern world is contrary where leadership traits are polished in lifespan of politician gradually.

Political leaders appear in our politics out of the blue - one may decide to take part in election without self assessment or prior verdict of any body for his or her suitability as politician except for some formalities laid down under article 62 -63.

No one ask him what is going to be delivered when a candidate turns into formal politician. Are KSAs (knowledge, skill and abilities) in him or her ample to deliver? No one cares - nothing to bother. All leadership traits essentially required in personality and its demonstration assumes much low or negligible significance with us.

Many of the politician does not comprehend real essence of role and responsibilities entrusted in them and they lack vision of a leader while heading some ministry or similar group where their input is prime thus the role is hired by other institutions or bureaucracy.

Constitution, articles, law of the land and even basic rights are Greek words to them -less acquaintance, salt is added to injury when no parameter is defined in core educational qualification requirement of a political leaders which was introduced graduate in minimum some time back during one of the military regime.

Fake and inflated degrees to prove them educationally rich seldom broaden their vision and mostly they seem failing to grip the office or any institutional body.

Musharraf’s brought local government concept; system remained productive and result oriented specially in city districts where massive development programs envisaged turned into reality. Local government lacked what is another debate but the District and Tehsil level of government was an ideal platform for the growth of leaders from grass root level.
These emerging leaders were in more intimate relationship in their constituencies of local bodies and their performance remained under surveillance by voters 24 / 7. Those who delivered were rewarded with applause and failing to come up to the desires lost the political carrier for good. Efficacy and opportunity of the leadership in working for people forced many veteran politicians to go for local government system instead of lower and upper houses of legislation.

Here lust to gain political power can not be single factor attributing to production of low quality stuff of human resource in political leadership but our intricate social bindings, tribal and societal influence and lack of opportunity for common man to take part in politics are more factors offering fertile landscape for the growth of anyone without quality control features in political leadership.

Reconciliation amongst groups / parties, intuitional clashes and scamper for balance of power for favour and absence of effective checks and balances are reasons protecting these figures in their low quality out put.

The National Assembly during November 2008 completed parliamentary approval of an opposition bill for a training and research institute for the inept parliamentarians. The milestone achieved was mere a political step as nothing significant move forward was seen in follow up to this. Concept of training and research for parliamentarian goes much wider in range in its functional orbit.

Growing gradually in personality presentation, extempore verbal expression and confidently handling media and group of people, conflict resolution, legislation, functioning of institutions and ministries are some of the core issues of focus for inept politicians.

Concept of introducing an institute like civil services academy, judicial academy or national institute of public administration for our elected representative to offer them a place and environment in development of their KSAs is expected to shape their skills directionally in optimum.

Not far off from the traditional electoral process of talent hunt for our legislative house and government, responsibility of every voter remains unique and significant to which most of us are oblivious and ignorant - to apply every inch of wisdom in going for most suitable candidates. Best elected political leaders with initial screening out of inept, maladroit and nincompoops during Election Day will give us better stuff for the subsequent growth of political leaders.

The role of system comes later but is significant to shape them in professionals; creation of raw or those with better potentials in productive figures after all they are responsible for deciding fate of nation, good or bad whatsoever it may be. Fetching of all this is not uphill task but the first query remains; will we be successful this time in electing better one?
