Default Can this marriage be saved?

THE MISTRUST that has shadowed US-Pakistani relations for some time came into full view with reports that Pakistan’s military has detained several people who lived near the compound where Osama bin Laden was killed last month. Pakistan’s military intelligence agency, the ISI, appears intent on punishing the neighbors — including an army major — who served as CIA informants.


It’s long been suspected that some elements of the ISI knew of bin Laden’s whereabouts and failed to sound the alarm. Were ISI leaders collaborating with Al Qaeda? Probably not. The arrests seem to be aimed more at teaching those who helped the CIA that their first loyalty should be to Pakistan’s own intelligence service. In any case, it’s a troubling development.

But rather than ostracize the ISI, the US government should move more assiduously to cultivate it; Pakistan’s strategic importance is simply too great to dismiss. Since divorce is not an option, the two governments and their intelligence branches should engage in some intense marriage counseling. They need each other too much to permit a breakup that would harm the interests of both. This is the point Defense Secretary Robert Gates was making when he told a Senate committee Wednesday, “Most governments lie to each other . . . That’s the real world that we deal with.’’

The arrests of Pakistanis who helped the CIA locate bin Laden validate President Obama’s decision not to tell Pakistani authorities beforehand about the raid. Since the raid, senior police officials in the area have been transferred, and the military has seized all land records, suggesting an effort to remove evidence that might connect military or intelligence officials to the sheltering of bin Laden.

What’s more, the aspect of the raid that most infuriated the ISI — the existence of a CIA network of non-government informants tracking Al Qaeda in Pakistan — suggests that American intelligence did something right. Cultivating intelligence channels outside the ISI may be the best way to convince those inside the ISI that it’s time to start cooperating.
