I am doing private job but my friend serving in atomic energy SPS 8 appointed in 2013, his salery is 64000 approx

If a federal government organization invites applications for its project from qualified candidates such as CAs, ACCAs, PIPFAs, MBAs etc and mentions that jobs are purely 1 year contract and does not declare performance based permanency or any extension, what does that mean? will it permanent employees ? what is general practice of contract based employees. ?

Department: Accountant General KpK
Currently posted in FATA
Position: Divisional Accounts Officer (BPS-17)
Salary = 48000 (Salary depends on department in which you are posted because this is kind of field job and we can be posted almost in any department like ERRA, C&W, Public Health Engineering etc.)

Residence/House is available almost at every station. Car depend on department to department and subject to availability.
