Apply through proper channel?
 
AsSalam o Alaikum people!
I think I'm not alone who is confused regarding the subject title.
Almost in every government vacancy announcing advertisement, it is mentioned out there that, government employees should apply through proper channel.
But the question is that, what is this Apply through proper channel mystry??
Through thorogh research on the internet, I've come to know that:
1. Government employees should apply through proper channel (i.e. their parent department), an application is to be addressed to their departmental heads for onward transmission to the department where you are applying to.
2.If your application is forwarded, that mean you have applied properly and upon selection in the new department your parent department shall not hesitate to relive you.
3. Your service will be protected, that mean if you served your parent department for two years you will be treated as senior employee as compared to other fresh employees selected along with you.
4. You can leave your parent department on lien for one year or as prescribed, that mean you can join your parent department within one year or as prescribed if you are not interested in the new job.
5. Your pay will be protected, i.e. you will be entitled to all the increments which you got earlier.
I have found these things and still I want to know something more.

Q1. Can an employee on probation apply through proper channel?
Q2. Is it mandatory for an government employee to apply through proper channel or one can apply directly?

If anyone knows something regarding that, please share here?

Bhai probation period mein to 2 years service nahi ho sakti.
Matlab k apply through proper channel sirf woh he kar sakta hai jis nay 2 years continous service ki ho in any govt department.
aur yeh ap pe depend karta hai k ap through proper channel karna chahty ho k as fresh. Baad ouqaatb ap ka parent department noc nahi dayta to ap through proper nahi kar saktay. Is soorat mein ap ko decide karna hota hai k ap ki age within maximum limit hai ?if yes then you can apply or you should apply as a fresh candidate.

maine bhi proper channel aply nh kiya tha ab mujhy new offer order milnay wala hy. to kia main apni puchli job pe lien lesakta hu? remember i didnt applied through proper chanel.

Kindly make some corrections as I am serving in government sector so I can give authentic information.... 1- For applying through proper channel or getting NOC , there is no restriction on employees who are on probation period. 2- A person on probation period can get NOC or may apply through proper channel ( NOC or Apply through proper channel are same but method is different) but a person who is on probation period is not eligible for lien. 3- For getting lien, one must have completed his or her probation period and lien may extend to maximum for two years. 4- Mostly probation period for non gazetted post is one year and for gazetted its two year which may extend for further one year (maximum extension) in both categories. 5- If you have not applied through proper channel or did not get NOC for apply then at the time of interview you may request for NOC for appearing in interview and subsequent appointment but there is rare chance to have a NOC at this stage. 6- If you have been appointed without availing NOC or applying through proper channel then you will have to resign from your current job and after that you may join other department. 7- If a person joins other government department without resigning current government department or make resign after some days and gets salary from both departments then that acts fall within the definition of crime/misconduct which leads to penalty. Hope my reply will clear all your queries.....!!!

One more thing, two year continuous service is required for getting age relaxation not for applying through proper channel or getting NOC...!!!

it means that if some one working in any Govt organization on probation/contract he can apply any other govt organization without getting NOC from his employer or without any proper channel and after getting any offer from new Govt department , he can resign from his previous dept as per his contract and join new dept.

No, you need NOC, even if you are working on contract on govt. organization.
