Job Description

Organizational Context

YPO Programme

The Young Professional Officer Programme (YPO) is a unique opportunity for young talent with a passion for international development, who have the potential to become future leaders in the development sector. It is designed for highly qualified and motivated young professionals to build their capacities in areas relevant to UNDP practice areas such as Democratic Governance, Environment, Energy and Climate Change, Crisis Prevention and Recovery, Development Policy and Operations.

In order to be competitive for this highly selective Programme, the incumbent must have demonstrated a commitment to development, supported by academic success, and potential for leadership. Project Background

Over the course of the last few years, all the Agencies of FATA have been affected by militancy and large scale displacements. While it has been possible for some population groups to return home (most notably to Bajaur, Mohmand, Khyber and Kurram Agencies), 2014 saw a massive exodus of people from North Waziristan Agency after government launched military operations Zarb-e-Azb in June 2014 and later from Bara Tehsil of Khyber Agency after the launch of Khyber-1 military operation in October 2014. This latest wave of displacement has brought the total FATA Temporarily Dislocated Persons (TDP) caseload to an estimated 300,000 families (around 1.6 million people), around 70% of which are women and children. In order to meet the emergency food and other needs of a registered caseload, humanitarian agencies are currently supporting 1.56 million people displaced from FATA, both in camps and in host areas in KPK.

Since the onset of the North Waziristan displacement in June 2014, UNDP has been working hand in hand with the Government at National, Provincial and District levels in order to strengthen the local governance capacity to manage this crisis and to provide solutions for both the IDP population and the affected communities in the hosting Districts. At the same time UNDP will also continue to support the FATA Secretariat in the implementation of the FATA Sustainable Return and Rehabilitation Strategy which seeks to address the most immediate rehabilitation and recovery needs in FATA in order to facilitate sustainable returns of more than 300,000 TDP families (including over 100,000 families from North Waziristan) in the coming two years. The Strategy centers around five key pillars of recovery: rehabilitation of damaged infrastructure, re-establishment of law and order, strengthened governance, improved livelihoods and social cohesion and peacebuilding. The Government is keen to ensure solid coordination between the rehabilitation and recovery process and the medium to long term socio-economic development and the much-needed constitutional, legal, judicial and institutional reforms.

Under the supervision of the Programme Specialist, Crisis Prevention and Recovery Unit (CPRU), the Young Professional Officer will assist Programme Specialist and Programme Officers in connection with project implementation to achieve set targets.

Functions / Key Results Expected

Support to formulation of project strategy
Support to project management and Administration
Support to resource mobilization

1. Support to formulation of project strategy for CR FATA project

Assist Programme Specialist and Programme Officers in connection with project implementation to achieve set targets.
Provision of specific inputs and support in administering and managing the facilitation of projects being managed by the CR FATA Programme, largely involving extensive coordination with diverse partners.

2. Support to project management

Actively liaise with, and foster collaboration with, multilateral and bilateral donor agencies with a view to exploring opportunities for mobilizing co- financing support
Provide regular assistance to Unit colleagues in preparation of cost sharing agreements and new project formulations in order to achieve resource mobilization targets.
Timely management of the assigned project with the coordination of relevant Programme Officers to ensure compliance with the Project Cycle Operations Manual (PCOM) guidelines.
Draft routine letters, prepare power point presentations, provide inputs to Unit work plan and respond to e-mail communications on a daily basis.

3. Support to resource mobilization

Assist the Supervisor in identification and development of new project proposals; participate actively in the project formulation process by devising components of the project documents.
Provide technical support to the programme Specialist, Programme Officers and Project Counterparts in preparation/processing of project documents.

Impact of Results
The key results have an impact on the overall economy, efficiency, and effectiveness of project management of the CR FATA Project.

Recruitment Qualifications:

Education: Master's Degree in International Relations, Political Science, Economics or related social sciences.

Experience: Fresh graduate (0-1 year of research/analytical/advocacy experience in Crisis prevention or related field)

Duty Station: Islamabad

Language Requirements:

Fluency in English and Urdu required.

Other Requirements:

The candidate should be 30 years of age or younger when starting the YPO programme contractual period.

Maximum duration of the programme: 02 years

Recommended/Alternate candidates resulting from the selection process shall also be kept on the recrutiment roster for the timeframe of one year.

- HEC Attested degrees are a pre-requisite for employment at UNDP. During the recruitment process candidates may be required to present HEC attested degrees.

- Foreign Qualified Candidates: Foreign-degree holders shall be required to (i) Present a verification/certification letter from the university verifying the degree & student enrollment, or (ii) Foreign degree Equivalence Letter from HEC.
