In autonomous and semi autonomous deptts like DISCOs and WAPDA the salary is 10,000 to 15, 000 higher. Along with free units of electricity. I know about PESCO because I topped that test and was selected. I declined the offer on the following basis:

1). It's contract job. Was going to be declared permanent after a year. On the contrary, I was selected via KPPSC on Permanent post. Commission jobs are the most secure posts.

2). Experience of Autonomous and Semi.Autonomous bodies is not considered as Govt service. One can study the FPSC or other commission rules.

3). There is a lot of horizontal mobility in my current job. Exposure opportunities are also great. Therefore, I preferred to be a civil servant.
