hello friends, My query is whether any bs 17/ 18 officer can apply for the recent advertisement "appointment by transfer in OMG'? or only those who have served on deputation in OMG for 3 years?

The condition of three years service as SO on deputation basis is applicable to the officers of Autonomous body/corporation only because this condition is separated by "OR"...So please read carefully and try to understand in depth. I have also discussed this rules position with various people having LLB/LLM degree and legal background. They told that various symbols such as , / or change the meanings of whole scenario. So in this case, the condition of "or" is separating the sentence so condition of three years service as SO is applicable to autonomous/corporations' officers only.

The establishment division has interpreted it otherwise in its office memorandum No. 7/23/2016-E-vii dated February 07, 2020. So, only those officers in BS-17/18 who have worked for three years in Federal Secretariat as Section Officer on deputation basis are eligible to apply for 'SO appointment by transfer examination'.

I have gone through this letter. You are right that said condition was applicable to all officers as per this letter. But we have to see the final version. This condition of all officers is neither mentioned in the final advertisement nor in the recruitment rules printed in the gazzette. Considering all facts, many legal experts are of the opinion that all civil servant, govt servant and public servant are eligible to applying without having three years service as SO.
