Joining a new department based on NOC and lien.
 

I have been appointed (final recommendation) to a federal department on a BS-18 position, currently, I am serving in a provincial department (University). I have provided NOC during the document submission process to FPSC. within a few days, I will get an offer letter from the department. I want to join the new department on a LIEN basis. There are a few things I am confused about and I want guidance from experienced friends who have faced similar situations.

1. Should I have to join the new department first and then apply for LIEN from my previous department or other way around?
2. What is the procedure to apply for LIEN?

Basically, I want to know the procedure for leaving (getting lien) from the old department and joining the new department. what to do first and the next steps?

While writing forwding charge relinquishment report ask your parent department to kindly allow me to relinquish charge as per lien rules. No need to apply for any kind of separate application
