can you please tell me what is meant by "Experience certificate must be issued on the official letter pad with reference/file No. and date of issue and it should be duly stamped with full address. . and date of issue and it should be duly stamped with full address"...it is written in the specimen of experience certificate..what is reference/file No.?

It means that Experience Cert must be typed on letterhead (letter pad whichis used by Department or co). This bears a Ref No. And Date.
