i didn't get my degree yet.But i have my DMC and provisional certificate..can i apply for AD post ??

THIRTY ASSISTANT DIRECTORS
MINIMUM QUALIFICATION: Second Class or Grade‘C’ Master’s Degree or equivalent.
What does Master degree mean here? Is it 16 years or 18 years of education.
