Well I don't want to discourage anyone but it is a fact that they took too long to do it. Political situation and availability of funds also govern the pace of the process in addition to the inherent slowness of our system. But finally they paid us all. But usually initially have bear your expenses by yourself and they will refund fees etc. later.

Dear in our case GAT subject was given half weightage and half was given to academic performance. You can find the details of it on HEC site. Visit achieves section of indigenous scholarship program to find it. This is what they did in past.

I am doing MS at VCOMSATS, but I don't want to do Ph.D. from the same university. in case I am selected, would hec allow me to change university for Ph.D.?

Change of university is possible (though not encouraged by HEC).

Well I'll suggest you to mention the true situation as it will take HEC a year or so and on that time your MS will be on the verge of completion. I am not sure about priorities of HEC but it is evident that there are some advantages in case of already admitted student but not sure

Not sure because HEC has changed their statement about it. I read the FAQ section a few days ago and their statement was as follows:
Q: - I have cleared GAT General Test from NTS , Can I avail this opportunity?

Ans:- NO, A separate scholarship test in the format of GAT General will be arranged by HEC for prospective eligible candidates.

So it was clearly mentioned but now they have changed the statement as follows:
Ans:- NTS GAT test is not required and will not be considered for this Scholarship. HEC will schedule separate test for prospective eligible candidates.

Now it is not clear in the current statement what will be the format of the test so I'll suggest you to email them to clarify it.

I have first division throughout my academic career with an exception to my BCOM in second division, I am an MS/Mphil too with 3.53 CGPA following my MBA finance in first division with 3.13 cgpa, but I applied for this program, I got the message "You are not eligibile for this scholarship".

Can anybody tell me, whats going on?

simple way:- make a pay order/demand draft in the name of DIRECTOR GENERAL FINANCE HEC, ISLAMABAD.
