I also contacted HEC and they told me to contact my university focal person. But I don't know who is our focal person and how he is to be contacted? I did my Master from University of Peshawar. Can anyone among you help me, please?
secondly what is to write in personal profile.

Neither the university focal person (University of Peshawar) nor HEC responding on the matter. Why it has to be selection from a preset? Why not make it manual owing to the sheer ineptness of the so called administrators. They seem indifferent to students' problems and I guess the issue is not going to resolve.

If a person is not enrolled in any university for MS/M Phil till to date. Is he eligible for scholarship?

I guess there is no other way but to visit them personally or flood email accounts of the morbidly "besharam" focal persons and HEC. If they are not using it why adorn the website with such email adresses.

Yes. And once you get this scholarship you're welcome in any university.
