ok, thanks, so would there be sufficient time for a person to apply for ielts after clearing the test as it also requires some time for submitting the application and taking the test, or one should also apply now for IELTS too

I wouldn't recommend you to apply for IELTS now, as it might go waste in case you are not nominated by the Ministry, unless of course, if you are to use your IELTS some where else as well.
Well, when they do inform you, there is always a chance that you might not get the desired slot of your choice within this time, as IELTS only takes place twice a month. Plus seats are totally booked. But nevertheless, you should get your appointment for the test reserved AS SOON AS POSSIBLE on the earliest test date you can get, once you have been notified by the Ministry to submit the scores. If you are not able to submit it within due time, you can always send these scores later, but this might cost you extra money.
In my case, I was quick and lucky enough, to go to the IELTS Registration office the very same day I got the letter, and they were nearly closing down when I got the seat and registration. You might want to do the same. Do remember that they don't take cash and you have to get a bank draft made for payment for IELTS.

@ maliasghar

respected. the hec higher education scholarships requirments are a few in general case, like meeting the 50 percent formula criteria in general subjects or not more than 2 second divisions etc. but these provisions are not mentioned in commonwealth advertisement. Do these conditions apply in this test. secondly the persons in Govt. service if not apply through proper channel wht may the results if they are selected or nominated and then found that they did nt applied through proper channel.

sir,
what is the total length of the whole procedure. it will take how much time to get the result of nts , nomination by ministry and final departure ?

NTS is conducting the test this September on behalf of Ministry of Education, which is the nominative body of Commonwealth Commission in Pakistan, for selection of candidates of 2010-11 scholarship programme. The results/solutions would be available on the same evening on the NTS website, and you check your scores. Thereafter the development of merit lists, based on performance in NTS test and quotas, takes place over the next month. In case you are successful in making in to the merit list, you will be notified by the Ministry in early November and asked to submit the IELTS score, academic documents, essays and reference letteres by the first week of December (strict timeline observed). These documents of 'nominated candidates' would be sent to the Commonwealth Commission by the Ministry in December this year. The Commission would review the documents and if it desires to offer you a scholarship they will write to you in late March or early April. This will be a provisional notification. From this point onwards the Commission will try to secure an admission for you in one of your preferred universities (which you point out in the form you submit in December after being nominated by the Ministry of Education). In case the Commission is able to secure an admission for you, it will confirm you of the Scholarship award somewhere in Mid of June. At this point the Commission then starts administrative arrangements for travel and visa etc.
I applied for the scholarship last september, and only yesterday I got the Ticket/visa; everything done. In short, it is almost one year process before you actually proceed to study.

It depends year on year.. In the past 5 or 6 countries have been offering these scholarships including UK, Canada, Newzealand, Brunei... therefore the number of candidates were quite handsome. But since Pakistan got out of Commonwealth club a couple of years ago, the scholarships apart from UK have not been fully restored. So last year, 30 candidates were nominated by the Ministry of Education, and only 9 (6 scholarships, 3 post-doctoral fellowships) made it to the final award.

It is hoped that this year (2010), Canada might also offer scholarships, so the number would be greater.

What should be the score in GRE, for which we can say that it's secure to get scholarship?
i had scored 90% percentile in GAT(General) in first attempt. Is 90% sufficient to get this scholarship?

There is no "sure score". But just to quote you the statistics of the past few years. 86 marks out of 100 (not percentile) is the bottom line to be nominated from Punjab. For other province quotas, this threshold is usually lower. For instance, people from Balochistan also entered with 76 marks.
But these marks would only enable a nomination from Ministry of Education. The final decision is made by the Commonwealth Commission which does not take into consideration the NTS marks at all. It decides on the basis of following three criteria:
1. Past academic performance
2. Your plan of study/Proposal for studies
3. An essay on how your studies benefit your home country.
