I think in sundays newspaper scholarship will be advertised.then online link will open

yes you are right Shahid, they are still updating the website.
Shahid you have applied in the same programe last year, right?
now, i have a problem. Can we choose france, Germany and China for MS leading to Phd? I am aspirant for MS leadin to Phd but in the details, above mentioned 3 countries are mentioned in PHD catogory not in MS leading to Phd. now what to do? plz guide

yes dear these countries only offer phd degrees not ms leading to phd.last year france was included in 16 years education list but actually they were not offering ms leading to phd but only phd.that's why we were transfered to turkey instead of france.

and for Turkey IELTS is must?

yes you cannot apply for france with 16 years education and IELTS is must for turkey.without IELTS you can get admission but chances of rejection are higher.In that case you have to give turkish universities english test.

thn which is better to give IELTS or Turkish Uni Eng Test?
I was curious to get admission in France Germany etc but now the doors are closed for me I am only supposed to choose Turkey, Thailand, South Korea

I think it's better to give IELTS.If u submit the score at the time of application your chances of getting admission will be higher.secondly you can take advice from students who are studying there or visiting the website of the university.
Regarding research proposal you have to write a research proposal of 2 pages.when I wrote in the previous batch it was not good research proposal.At the time of submitting documents you can casual research proposal.at the time of interview you can change it.The candidates are shortlisted on the basis of GAT score.
