You must have received an email a few months ago, where you'd have been asked to submit deficiency, if any, in your documents. In email, they usually write the address of the project manager, your reference number and phone numbers of indigenous scholarships department.
All you have to do is to call them and post an application with the subject "cancellation of scholarship" along with your identity card copy. Don't forget to mention your reference number on application, moreover continue calling them until they clarify that your scholarship has been successfully cancelled. You can also email your application to project director and your project manager but dispatching it in hard form with your identity card is compulsory.

I did get a deficiency email but I didn't respond thinking it will automatically be canceled but I will do your stated procedure the earliest. Don't want to get into some mess because of it. Also I think they clearly stated in the application form that incase the requirements are not met they will cancel the scholarship.

Asalam u alikum
I also want to cancel my scholarship due to slow process of HEC, problem is that now i am enrolled in another university but i submitted required documents with admission letter of previous university i tried allot to communicate with HEC for the matter but failed, now i am enrolled in another university and doing research for MS and also doing a job. What should i do with this scholarship now?? I did not received any confirmation letter after submission of documents, that means no fund has been transferred yet??

Then I'm hell sure that you are on the safer side. Only verify it for self-satisfaction of yours.

Without HEC approval you can't even transfer to another university and of-course no job is allowed. The luck is on your side and the funds hasn't been released yet. You can definitely cancel your scholarship without any penalty.

You'd consider sending an email to both of them; rtriaz at hec dot gov dot pk, snaurin at hec dot gov dot pk. The phone number your must continuously try until they attend is o five one nine o eight o eight one eight eight. Don't forget to remember or write your reference number before making a call to them.
