Your question is not clear.
Meet Baqir Hussain the rest over there just waste time and do nothing in real, he should be rewarded if he got offer letter on merit.

And whats the concept of govt tax?
How come they deduct our scholarship.
This should be resisted.

I just got the check of 149000 as first installment.
I don't know how they divided but that's what I got.
And they have not refunded my fees which I paid earlier.

Fees payments made before and after the period mentioned in the confirmation letter are not re imbursed..
They must have given you 144k for stipend and 5k book allowance

What do you mean?
The fee payment was in the allowed duration so why they will not re-imburse it?
And is there any concept of govt tax as well?

If payment is in mentioned period then it should be re imbursed without any doubt.. universty authorities are always scared from hec so they put all the pressure on us and deny to give us the amount that we deserve . They are always thinking that we would take the money and run away.
I havent asked any one from hec about govt tax yet..
I suffering so much beacuse of this scholarship and authoroties at my university that sometimes I just want to kill myself

It is now the approximately the end of my M.phil and they have not yet paid the laptop fund to me. As in research you can't wait for the HEC fund so one has to buy his own. And now when the funds are being transferred by HEC, my University says that no we will not give you money. You have to purchase a laptop we will do direct payment then.

It will create problem because you can not breach the contract with HEC and it is mentioned in the agreement that you can not avail any scholarship having enrolled in indigenous program. However, if you apply on self finance Phd from abroad, HEC will not create any mess.
