This 90% means. HEC send 90% students through this program.
Like if HEC has 100 foreign scholarships than 90 scholars will go through this program.
Rest of the 10 scholars may go through other HEC overseas scholarship programs.
This is not like that HEC give 90% funding. These scholarships are fully funded.

HEC's criteria up till batch 5 remained only GAT General Score. First HEC shortlist you for interview after that team of Professor's or Professor from the host University or country came to Pakistan to conduct interview. So, if the host University/Country require IELTS or TOEFL than you have to give that for admission purpose. I use this account off and on. Last time This scholarship was announced in November and its result was announced in July or August i think but this time it was announced in May. let see when its result will be announced.

Default when will be next programme launched..

My percentage in ssc is 74%,, Intermediate 74%, Bsc hons 3.98 cgpa ,and stood first ..what are my chances for this scholarship? will I get some sort of advantage of distinction? when is this scholarship expected for 15-16?

Following announcement has been given on HEC website about shortlisting of the scholarships:

IMPORTANT NOTE:
A MERIT LIST UNDER THE PROJECT TITLED"OVERSEAS SCHOLARSHIPS FOR MS/MPHIL LEADING TO PHD, PHASE-II, BATCH-6 WILL BE UPLOADED BY MID-JANUARY, 2015

I don't think the delay is on the part of HEC... Its the government which is not releasing the funds for the 90% scholarship program... Zindabad Mian sb... For Metro bus service or for underpasses or overhead bridges your government has plenty of budget but for higher education, you don't have enough fundings... Its quite strange...
