Yes, student can only get registered after reaching his host university.

I've heard from someone who has returned from China after completing his masters that winners of bilateral scholarship get stipend from both the governments. According to him PhD students get ¥3500 from Chinese government and ¥2000 from Pakistan government. Is it true?

I have also received an email today , but they have not mentioned the university name that I got selected in.
How do I know the name of university?

Not anymore, when this scholarship was with hec then hec used to provide $300 for Masters and $400 for PhD

Everything will be in the admission package you will get from IPC. Admission package consist of admission notice from your host university, mentioning program you are admitted and other information like dates of registration and maybe language of instruction.

Default HEC, CSC, and IPC

hi every one !

i am selected by HEC under faculty development program for MS leading to PHD and also selected by CSC through IPC for Master program.

kindly guide me, whether its possible to receive funds from HEC and having admission from CSC at host university, in other words;

scholarship/ funds providing agency: HEC

admission providing agency: CSC
