Secretary KPPSC told my friend in person that the next PMS,comprising of 30 seats,is expected by Sep 30.

I heard it as well, but an assistant in kppsc told my friend that 35 DSP's posts would be advertised in oct\nov not through PMS but it would be a departmental posts, only serving police officers would be eligible for these posts, their examination would be based on penal code of Pakistan and relevant law subjects.
can you confirm it?

You are spot on,in the previous ad they had advertised the posts of inspectors for in service police candidates.
