May i submit 2 Character certificate signed by the Semi government officer

JUST WAIT CHARACTER CERTIFICATE IS NOT MANDATORY YET. IT IS MANADATORY AT THE TIME OF INTERVIEW. AND YES YOU CAN SIGN IT FROM SEMI GOVERNMENT ORGANISATION OFFICER

Default late submission of documents
due to some personal reasons i was not able to submit my documents on time i submitted it today..i guess it would deliver tomorrow so i want to ask whether it would be consider by kpsc because i applied online on time..kindly guide me what should i do now.
