I am in my last semester and my BS hons would b completed by June 2016. Can I apply ??

Yup. If you get your degree before October, then it it would be well & good. Otherwise you would have to issue a permission letter from your institution mentioning that you have completed your BS hons on ---- date and degree will be issued later and that you have a sound code of conduct at your institute.

English Literature: Almost 60% done..
Psychology: Done except Clinical Psychology..
IR: 0%

Bro! go to Google and search CSS 2016 rules. There you will find a portion related to eligibility criteria. Read it and I hope your problem will be solved.
