What score would be enough to get allocation in PMS 2016

Is it true that chairman do give some indications to candidates of their good or no chance during the interview based on the written score??

I heard some candidates claiming that the chairman congratulated them at the end of the interview. Wallah u alam

I heard of some candidates who said that chairman praised them, though congratulated them is a bit over exaggeration by those candidates.
