i dont understand the marking trend. the person who has passed successfully in all subjects is also fail ?why? can someone guide me about marking and passing percentage?

It's very strange that you don't know. Passing criteria is:

40 is pass for compulsory subjects.
33 is pass for optional subject.
In case of a 200 marks paper, 66 is pass.
For the General knowledge paper 120 is pass out of 300.
All papers must be passed and the aggregate must be above 50 per cent that is 600 in order to pass.
