If u read rule word by word then meaning appears different as compared to when u understand rule sentence to sentence. Also PPS posts are new and Kppsc has no religion about rules. But i would suggest u to appear in this exam as u hardly utilize 4 chances through kppsc provided u are not laywer (judges ki kafi aa rahi ha post aj kal ).
