Difference between dmg & pcs officers

What is the difference between DMG & PCS officers ?
I have read in DAWN's (October 21, 2010) newspaper that our CM has signed on the summary for the restoration of Magistracy in KP, but the summary is still pending in president's secretariat. Is that true ??

[B]Ans of ur 1st Question[/B] is that DMG and other groups of CSS comes under the jurisdiction of Federal Govt. and may be posted in any part of the country except Foreign Service grp who may be posted abroad r in foreign office, while PMS comes under the jurisdiction of Provincial Govt. and posted in their respective Province bt also b appointed in other areas 2 on deputation basis.
