just wanted to inquire that can we call the PMS officers Bureaucrats?
or only css officers are Bureaucrats?

If we look at the definition of Bureaucracy, it goes something like "A bureaucracy is an organization of non-elected officials of a government or organization who implement the rules, laws, and functions of their institution,[1] and are occasionally characterized by officialism and red tape" Therefore this is clear from the definition that of course PMS officers are also bureaucrats, rather all Govt servants other than PMS and CSS are also bureaucrats...The difference is only of scope and level...like PMS' scope would b provincial only, whereas CSS scope woud be both provincial as well as national

I reckon, more clarity in this regard is required sir. Please guide us by comprehensive elaboration enabling us to gather a vivid sketch of both the services.
