Dear it depends on the number of vacancies i-e as soon as the establishment send the PCS the vacant posts, the commission starts it's process and advertise the posts. No one can give you any fixed date for it.

Your PMS-CSS attempts has nothing to do with each other. Both are independent commissions and one can avail 3-3 chances of both the exams.

Yes, Most probably. The induction process against PMS-2011 will hopefully conclude in next two/three months. After that, next PMS for approx:100 posts may be announced. Let's wait & see.

No specific timeframe can be predicted. As soon as the current induction process is over, the next advertisement will be due. This can be said in the light of past experience. Training classes for PMS-2008 appointees started in May-2010 and three months later, next PMS was announced.

No chance of as much posts as you have mentioned.

according to PMS rules the total number of posts in grade 17 is 478.
including

Section Officer 200
Assistant Political Agents 25
Deputy District Officer (Revenue) 50
Deputy District Officer (Judicial) 30
Human Resource Development Officer 24
Secretary District Public Safety Commission 24
Deputy District Officer (Finance) 48
Tehsil Municipal Officer 54
Secretary District Regional Transport Authority 24

Secondly to be promoted to Grade 18 one should have at least 5 years of service in grade 17, which means non of the previous batches are going to 18 in ongoing year.

Thirdly there are a lot of serving non PMS officers holding these posts.
